Faced with increasingly complicated developments, functional forces in Mong Cai City have implemented synchronous and drastic solutions to "prevent from the root" with the goal of not allowing the formation of smuggling lines and groups and promptly preventing illegal goods from entering the domestic market.

According to the assessment of the functional forces of Mong Cai City, in recent times, the common illegal goods in the area are mainly food, candy, cosmetics, clothing, electronic cigarettes and many types of consumer goods of unknown origin and of poor quality. The methods and tricks of operation are also increasingly sophisticated and organized. The subjects often take advantage of the dark night and bad weather to transport smuggled goods through trails and openings on the border; using local people to transport, in order to cope with detection and prevention by the functional forces... causing difficulties in inspection and supervision.

According to records at Hai Hoa Border Guard Station (Mong Cai City), in the face of the complicated situation of smuggling and illegal transportation of goods across the border, the unit has proactively deployed professional measures, increased patrols, controls, tightened management of the area and promptly detected and strictly handled violations. Recently, at 5:30 p.m. on May 20, 2025, at an empty lot in Zone 3, Hai Hoa Ward, Mong Cai City, the patrol team of Hai Hoa Border Guard Station discovered a man loading sacks of goods onto a motorbike. Upon inspection, the sacks contained sausages, with a total weight of 525 kg; the driver could not present invoices or documents proving the origin of the goods. During the investigation, the driver confessed that he was hired by an unknown woman to transport the above goods from Zone 3 to the market gate of Zone 4, Hai Hoa Ward for a fee of 750,000 VND. Hai Hoa Border Guard Station coordinated with the authorities to confiscate all the goods and imposed a fine of 25 million VND for the act of illegally transporting goods across the border area with documents proving the legality of the goods.

Senior Lieutenant Nguyen Van Phong, Deputy Head of Hai Hoa Border Guard Station, said: Resolutely implementing the work of preventing and combating smuggling, trade fraud and ensuring security and order in the border area, along with professional measures, Hai Hoa Border Guard Station has always maintained 24/7 duty at fixed and mobile teams and posts; installed a camera surveillance system, applied technology in the management and control of border areas; organized regular patrols both on land and at sea; at the same time, stepped up propaganda and mobilized people not to assist in smuggling and illegal transportation of goods. In the coming time, the Station will continue to increase forces and means, step up inspection and control of the area, prevent the formation of smuggling hotspots, contribute to maintaining stability and security and order in the border area, protect people's health and ensure a healthy business and consumption environment.

In the first 5 months of 2025 alone, the unit arrested and coordinated to arrest and handle 9 cases/9 subjects/8 vehicles with acts of illegally transporting goods across the border, in border areas and acts of trading in smuggled goods, food of unknown origin; illegal possession of drugs.

Mr. Vu Gia, Secretary of Party Cell 4, Hai Hoa Ward, said: Thanks to the regular, continuous and practical propaganda of the Border Guard force, the awareness of local people has been significantly raised. Not only are they more aware of obeying the law, but they also proactively coordinate with functional forces in detecting and denouncing violations. Many people also actively participate in patrol and control working groups, contributing to maintaining security and order in the border area.

Market Management Team No. 4 (Mong Cai City) and other functional forces discovered 1,040 kg of unripe chicken eggs of unknown origin in Hai Xuan commune.

Identifying this as a key area, the functional forces in Mong Cai City, with the core being the City Steering Committee 389, have proactively developed plans and implemented synchronous solutions to combat smuggling, trade fraud and counterfeit goods. In particular, focusing on strengthening inspection and control at border gates, border markets, trails, openings and goods gathering points with signs of violations. Customs, Border Guard, Police, Market Management and local authorities have promoted information exchange, organized interdisciplinary patrols, strictly handled violations, prevented the formation of hot spots, to ensure market stability and security and order in border areas.

According to the report of Steering Committee 389 of Mong Cai City, from December 16, 2024 to June 3, 2025, the whole city detected and handled 227 cases/225 violators of smuggling, illegal transportation of goods, trade fraud, counterfeit goods, and goods violating food safety and hygiene, with a total value of goods up to nearly 18.83 billion VND. In the coming time, Mong Cai City will continue to synchronously deploy solutions, focusing on strictly controlling the area, strengthening inter-sectoral coordination and effectively applying professional and technological measures in inspection and supervision work. The overarching goal is to protect the domestic market, ensure consumer rights, maintain security, border economy and protect consumer rights.
