Quang Ninh has entered the implementation of the socio -economic development task in 2024 in a context of many advantages, difficulties and challenges intertwined. With the spirit of self-reliance, self-strengthening, solidarity, unity of will and action, perseverance with the set goals, organization with high determination, great efforts, and drastic actions, the province has gradually overcome difficulties and achieved important results.

High determination, great effort
Early prediction of difficulties and challenges in implementing local political tasks, the Provincial Party Committee proactively issued a Resolution on directions and tasks for 2024 (Resolution No. 20-NQ/TU dated November 27, 2023) to focus on leadership, direction, and assignment to all levels and sectors to organize implementation, with many difficult and unprecedented targets, requiring drastic and effective participation from the beginning with fundamental, strict, and synchronous solutions associated with the responsibility of the leader.
The Provincial People's Committee issued the Economic Growth Scenario, identifying the sectors and fields that are the driving force and key contributors to economic growth to focus on directing and organizing implementation. In particular, focusing on solutions to promptly remove difficulties and obstacles for the coal and electricity sectors to develop stably and sustainably, increasing resources for investment and development in a reasonable and sustainable manner. Thereby contributing to ensuring national energy security according to the planning; creating all favorable conditions for the cement, electronics, textile, cooking oil, wheat flour industries... to boost production, connect and develop consumption markets, export goods; promote tourism and service development; maximize growth potential from the construction sector; promote the progress of investment projects and the private sector associated with encouraging the use of construction materials provided in the province.
In particular, in the face of the damage caused by storm No. 3, the province has proactively taken measures to support and overcome the damage with the participation of the entire political system, consensus and support from the community of people and businesses. In just a very short time, with the timely leadership and direction of the province, from the devastation of economic and social infrastructure, heavy damage to property, many residential areas were flooded, and people's lives were difficult, now all economic, political and social activities have been gradually restored.

Immediately after the storm, tourism businesses quickly rebuilt infrastructure, promoted and expanded tours and sightseeing routes, attracting tourists, especially international visitors to Ha Long Bay and Yen Tu historical site. Import and export activities quickly regained growth momentum when many tons of goods were exported through border gates in Mong Cai city. In particular, for the coal industry, the central government and the province have given strong instructions on damage recovery, measures to remove difficulties in power outages, and supply to mines.
Mr. Nguyen Van Hoi, Head of the Mass Mobilization Committee, Chairman of the Provincial Fatherland Front Committee, said: From the supervision of organizations, political and social unions and people's opinions, the work of overcoming the consequences of storm No. 3 in the province was really timely and quick. Although the total property damage amounted to over 24,000 billion VND, accounting for 50% of the country's damage, but with the spirit of high determination and great efforts of the province, production and business activities and people's lives have gradually stabilized again.
From the leadership, direction and solutions implemented, the province's GRDP growth in the first 9 months reached 8.02%, many targets were higher than the same period in 2023 (CK). In particular, the processing and manufacturing industry was the main growth driver, increasing by 20.45%, 4.05 percentage points higher; the total number of tourists to Quang Ninh reached 15.6 million, up 20%; total revenue from tourism reached 36,856 billion VND, up 39%; 1,342 newly established enterprises, up 7.6%; FDI attraction reached over 1.8 billion USD, equal to 60.6% of the yearly plan; export turnover is estimated at over 2.5 billion USD, up 13.8%, import turnover reached over 2.7 billion USD, up 16.5%; State budget revenue reached 40,479 billion VND, equal to 73% of the estimate, equal to 97% of the final result (domestic revenue was 26,434 billion VND, equal to 62% of the estimate, equal to 92% of the final result; revenue from import and export was 13,885 billion VND, equal to 107% of the estimate, equal to 108% of the final result).

Along with that, the province pays attention to solving well and harmoniously social issues, focusing on developing culture and people, ensuring social security and fairness, and social progress; creating additional jobs for 23,500 workers, an increase of 1,800 compared to the same period in 2023; total social security expenditure is estimated at 1,435 billion VND, an increase of 38.4% over the same period.
Economic growth in the fourth quarter was over 15%.
Socio-economic development in the first 8 months of 2024 basically achieved the set targets, maintaining a stable growth rate according to the plan. However, in September, due to the heavy impact of storm No. 3, economic growth (GRDP) in the third quarter of 2024 only reached 8.02%, 2.07 percentage points lower than the previous year, 1.6 percentage points lower than the 9-month scenario, challenging the ability to complete the double-digit growth target in 2024.
At the 56th Conference of the Provincial Party Committee (October 4), the Provincial Party Committee unanimously agreed and determined to strive to maintain a double-digit GRDP growth rate in 2024, with state budget revenue not lower than VND 55,600 billion, total social investment capital increasing by over 10%, attracting FDI capital reaching 3 billion USD, and total tourists reaching over 19 million arrivals.

To achieve the double-digit growth target for the whole year 2024, the province strives to achieve a growth target of over 15% in the fourth quarter of 2024. This is a major challenge for the province with increasing difficulties as businesses and people continue to suffer the prolonged effects of storm No. 3, leading to difficulties in livelihoods, employment, and income, especially in the fields of agriculture, services, and tourism, which are severely affected.
To achieve the set goals, the Provincial Party Committee requires all levels, sectors and localities to maintain solidarity, unity of will and action, persevere in achieving goals, focus on organization and implementation with high determination, great efforts and drastic actions; implement the motto "one policy, ten measures, twenty determinations" and "5 clarity" (clear focus, key points; clear people; clear work; clear results; clear roadmap for completion).
Following the direction of the province, all levels and sectors are actively and urgently removing difficulties for businesses and people to overcome storm damage and stabilize production and business in the new situation. Mr. Pham Xuan Dai, Head of the Provincial Economic Zone Management Board, said: The unit continues to accompany investors of industrial parks and enterprises in the industrial park to repair damaged production workshops after the storm. Currently, factories and production lines in the industrial park have basically been repaired and production has been stabilized. The unit is continuing to support businesses to complete new investment projects, supplement new industrial products on schedule, such as seat belts, electronic components, televisions and screens, and metal products for cars. In particular, it strives to put into operation the Thanh Cong Automobile Factory in Viet Hung Industrial Park and start construction of the Quang Ninh LNG Power Plant project in the fourth quarter of 2024, contributing to increasing economic growth rate, compensating for a number of other industries and fields.

In the tourism and service sectors, all levels and sectors urgently support tourism businesses to overcome the consequences of storm No. 3; open new sea and air tourism routes; support the operation of the Dong Trieu Golf Course project; promote trade activities at the end of the year, ensure solutions to balance supply and demand, stabilize the market, and meet people's shopping needs.
With the budget revenue set at no less than VND 55,600 billion, it is a challenge for the tax sector when many sectors and fields suffered damage after the storm, had their tax payments postponed or deferred; along with that, the land use fee revenue is expected to fall by about VND 6,000 billion due to difficulties in project auction procedures. Faced with this situation, the province is actively directing the Customs Department to grasp the situation, promptly advise on removing difficulties and obstacles, support businesses in exporting goods, and facilitate customs clearance; effectively promote the bilateral border gate pair Hoanh Mo - Dong Trung and the customs clearance route Bac Phong Sinh - Ly Hoa to increase revenue from import and export activities.
Mr. Nguyen Van Nghien, Director of the Provincial Customs Department, said: The task assigned by the province to the unit is extremely heavy, however, the unit is trying its best to create the most favorable conditions to support businesses in customs procedures, and carry out import and export as quickly as possible. It is expected that in 2024, 16,600 billion VND will be collected from import and export activities, an increase of 3,600 billion VND compared to the plan at the beginning of the year, to compensate for the province's domestic revenue shortfall.

The sectors that contributed the most to economic growth in the fourth quarter of 2024 were construction and public investment. Currently, taking advantage of the dry weather, investors and contractors of projects in the province are mobilizing all available equipment, machinery, techniques, and construction workers in "3 shifts, 4 shifts" to speed up the construction of projects and works, especially key and dynamic works, to accelerate the disbursement of public investment capital; striving to disburse 100% of the adjusted planned capital by December 31, 2024.
The province's determination and determination to achieve the double-digit economic growth target in the context of many difficulties has been clearly seen. All levels and sectors are actively and effectively implementing the plan; regularly checking and monitoring the implementation process, associated with the responsibility of the leaders, in order to successfully and comprehensively achieve the 2024 target, as a premise for building the socio-economic development plan for the period 2025-2030.
