Determined to complete the goal of eliminating temporary housing before June 30

Implementing the direction of the Prime Minister in Directive No. 42/CT-TTg dated November 9, 2024 and Official Dispatch No. 117/CD-TTg dated November 18, 2024 on promoting the elimination of temporary and dilapidated houses nationwide, Lam Dong province has actively participated, mobilizing the combined strength of the entire political system and social community to complete the goal of eliminating all temporary and dilapidated houses for poor and near-poor households in the area before June 30, 2025.

STRONG DIRECTION

Immediately after the Government issued the directive documents, the Standing Committee of Lam Dong Provincial Party Committee issued Conclusion Notice No. 716/TB-TU dated March 27, 2024, assigning the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to preside over and coordinate with the Provincial Vietnam Fatherland Front Committee to develop a plan and call for and mobilize resources inside and outside the province for implementation.

Then, on December 9, 2024, the Provincial Party Standing Committee issued Decision No. 22170-QD/TU to establish a Provincial Steering Committee on the implementation of the elimination of temporary and dilapidated houses. On February 3, 2025, the Provincial Party Committee continued to issue Decision No. 209-QD/TU to clearly stipulate the organization and operation regulations of the Steering Committee. Localities across the province simultaneously established Steering Committees at the district and commune levels to ensure synchronous and effective direction and coordination from the provincial to grassroots levels.

Vice Chairman of the Vietnam Fatherland Front Committee of Bon Yo Soan province said: Responding to the emulation movement "Eliminating temporary and dilapidated houses" launched by the Prime Minister , Lam Dong province organized a ceremony to launch the emulation movement in the whole province. Right at the ceremony, banks and enterprises inside and outside the province contributed 5 billion VND to the Fund to eliminate temporary and dilapidated houses, demonstrating the spirit of responsibility for the community.

To concretize the activities, the Provincial People's Committee has issued many important documents such as Plan No. 4227/KH-UBND dated May 28, 2024 on resource mobilization, Decision No. 1286/QD-UBND dated August 8, 2024 launching the emulation movement "Joining hands to eliminate temporary and dilapidated houses in 2025". In addition, the Provincial People's Committee has also registered the need for support with the Ministry of Construction according to Document No. 4222/BXD-QLN, a total of 1,972 houses (including 1,580 newly built houses and 392 repaired houses).

EFFECTIVE AND SYNCHRONOUS IMPLEMENTATION

During the implementation process, Lam Dong province encountered many difficulties such as: households did not have land use right certificates, land did not meet planning conditions, households had migrated to other places or built houses with personal resources. After reviewing, the total number of houses in need of support was 1,504, of which 1,202 were newly built and 302 were repaired.

As of June 2025, Lam Dong province has built and repaired 1,730 houses with a total cost of VND 84.031 billion. Of these, 1,372 houses have been completed (1,100 newly built houses and 272 repaired houses). The remaining 132 houses (102 newly built houses, 30 repaired houses) are being accelerated in construction progress, expected to be completed before June 30, 2025.

According to information from the provincial Department of Agriculture and Environment, by June 5, 6/9 localities had completed 100% of the Program to Eliminate Temporary and Dilapidated Houses and hand over houses to people for use. Specifically, Bao Loc City: 36 houses; Lac Duong District: 15 houses; Don Duong District: 45 houses; Duc Trong District: 99 houses; Bao Lam District: 191 houses; Da Huoai District: 178 houses. The remaining three localities including Dam Rong, Di Linh and Lam Ha are currently implementing with progress reaching 84% - 91%. The province directed the remaining localities to urgently mobilize human resources and materials and speed up the progress to hand over on time.

The financial work for the Temporary Housing Elimination Program has been implemented by Lam Dong province in a transparent, systematic and economical manner. Specifically, the "For the Poor" Fund managed by the Vietnam Fatherland Front Committee of the province has received more than 47.9 billion VND from organizations, individuals and businesses. From this source, it has supported the construction and repair of houses for 969 poor and near-poor households in 9 localities, with a total cost of 46.9 billion VND. From the provincial budget, the Provincial People's Committee issued Decision No. 450/QD-UBND dated March 4, 2025, allocating more than 16.8 billion VND (from the 5% savings of regular expenditure in 2024) to Di Linh and Dam Rong districts.

In addition, Document No. 2076/UBND-TC dated March 5, 2025 allows the use of an additional VND 34.3 billion from regular spending savings of districts and cities to support new construction (VND 50 million/house) and repairs (VND 25 million/house).

DETERMINED TO GET TO THE FINISH ON TIME

With the drastic participation of Party committees and authorities at all levels; the companionship and support from people and businesses, and the reasonably allocated budget resources, Lam Dong province has shown great determination in completing the goal of eliminating all temporary and dilapidated houses by June 30, 2025. This is not only an important political task, but also a practical action to ensure social security, improve the quality of life of people, especially the poor, near-poor and remote areas.

The program to eliminate temporary and dilapidated houses in Lam Dong province is creating a new look for the countryside every day, spreading the spirit of humanity and consensus throughout society. This will be a solid foundation for the province to continue to effectively implement sustainable socio-economic development goals in the coming time.
