Early and synchronous deployment
Hoang Van commune was formed on the basis of merging the communes: Dong Tien, Toan Thang, Ngoc Son and Hoang Van of Hiep Hoa district before. After the merger, the total natural area of the commune is more than 40.2 km2, with a population of nearly 52.9 thousand people.

The expanded area and increased population will open up many development opportunities for the locality but also pose great challenges for the commune's poverty reduction work. Therefore, immediately after completing the work of reorganizing the apparatus, the Commune People's Committee will soon issue a plan and implement the National Target Program on Sustainable Poverty Reduction.
Accordingly, the commune sets out the goal of promoting multidimensional, inclusive and sustainable poverty reduction; limiting re-poverty and poverty; supporting the poor and near-poor to overcome the minimum living standard, access basic social services according to multidimensional poverty standards, and improve the quality of life. Regarding specific targets, by the end of 2025, the whole commune will have 78 poor households, accounting for 0.7% and 161 near-poor households, accounting for 1.45%; 100% of workers in poor households, near-poor households, and newly escaped poverty households in need of support in connection, counseling, career orientation, provision of labor market information, and job search support...
Implementing Plan No. 121/KH-UBND dated November 1, 2025 of the Provincial People's Committee on reviewing poor households and near-poor households in 2025, the People's Committee of Hoang Van commune promptly developed a Plan to review poor households, near-poor households and households working in agriculture , forestry and fishery with average living standards in 2025 in the commune; at the same time, perfecting the Steering Committee for reviewing poor households, near-poor households and households working in agriculture with average living standards in the commune, assigning specific tasks to each member.

To ensure the review is objective and in accordance with regulations, the Commune People's Committee requires villages and residential areas to increase propaganda so that people clearly understand the purpose and meaning of the review, avoiding fear, lack of cooperation or misunderstanding of multidimensional poverty criteria.
With their responsibilities, the Economic Department specialists coordinate with the commune's professional agencies and village management boards to conduct field inspections, grasp the economic conditions, income, and level of basic social service shortages of each household. This method helps to minimize dishonest declarations or subjective assessments, ensuring the final results are close to the reality of people's lives.
Ms. Hoang Thi Thuy, an expert from the Economic Department of Hoang Van Commune, said: "To conduct strict and proper review, we went to each village to guide the members participating in the review on the purpose, requirements and review methods. At the same time, we established a common zalo group to receive and resolve any problems during the implementation process."
Stick to the area, no mistakes, no omissions
As a village with a large population of 430 households and nearly 1,800 people, right from the beginning of the year, Binh Duong Village Management Board proactively set up a book to monitor changes in household life during the year, recording illnesses, crop failures, unemployment, changes in housing conditions, etc. Thanks to that, when conducting the review, the local Party Committee and government have a firm grasp of each household's situation, avoiding hasty assessments or lack of information.
At the same time, the village established a community monitoring team consisting of elders, clan leaders, women's representatives, and youth union members to participate in criticism and give comments before finalizing the list.
Or like in Quyen village, in order for the garbage screening to be implemented transparently and to the right target, the Village Management Board approached and sought the opinions of the elderly and former local leaders to have more information channels. Mr. Nghiem Xuan Den (born in 1945), residing in Quyen village, former Secretary of the Party Committee of Ngoc Son commune (old) said: "When I grasped the policy of screening poor households in 2025, I propagated to my children and grandchildren to be honest when declaring, and not to declare inaccurately for immediate benefits."
According to the current poverty line, a poor household in rural areas is a household with an average income of 1,500,000 VND/person/month or less and lacking 3 or more basic social service indicators. Near-poor households have similar income but lacking less than 3 indicators. In addition, a household with an average living standard is defined within the income range of 1,500,000 - 2,250,000 VND/person/month...
Thanks to the development of a roadmap, specific timeline and assignment of responsibilities to each individual, Hoang Van commune has completed the list and classification of households that need to be reviewed; at the same time, implementing the plan and organizing training for 100% of the members of the review committee and investigators in the villages. According to the plan, before November 30, the villages will conduct a review of households in the area according to the 6-step process and report the preliminary results to the Commune People's Committee.
Comrade Le Ngoc Tien, Head of the Economic Department of Hoang Van Commune, said: “As the assigned agency, we advised the Commune People's Committee to establish 4 working groups, in charge of 4 old communes before the merger. Periodically every day, the groups synthesize and report on the implementation progress, difficulties and problems, thereby promptly advising the Chairman of the Commune People's Committee to direct and resolve problems related to the review of poor households, near-poor households and households with average living standards.”
