Review the situation and results of the implementation of the arrangement of administrative units and the construction of a two-level local government organization model.

This afternoon, June 23, in Dong Ha City, the People's Committee of Quang Binh province coordinated with the People's Committee of Quang Tri province to hold a meeting to listen to reports from relevant departments and branches on the situation and results of the implementation of the arrangement of administrative units and the construction of a 2-level local government organization model of Quang Tri province (new). According to the report of the Department of Home Affairs of Quang Binh province, regarding the project to establish and reorganize specialized agencies and administrative organizations under the People's Committee of Quang Tri province (new), up to now, 14/14 departments and branches of Quang Binh province and Quang Tri province have coordinated and agreed to develop the project and send it to relevant agencies for comments.

Of which, 8/14 departments and branches have completed the project. The Department of Home Affairs is synthesizing the draft Project to establish and reorganize specialized agencies under the People's Committee of Quang Tri province (new), reporting to the People's Committees of the two provinces for comments, then receiving and completing it to submit to the People's Council of Quang Tri province (new) for approval to come into operation from July 1, 2025.

According to the project, the People's Committee of Quang Tri province (new) has 14 specialized agencies according to Decree 150/2025/ND-CP, dated June 12, 2025 of the Government and 2 other administrative organizations of the province (Office of the National Assembly Delegation and Provincial People's Council; Provincial Economic Zone Management Board); 91 departments and equivalent units under the department; 10 branches.

For public service units under departments, branches and sectors, according to the project, 180 units (Quang Binh 89 units, Quang Tri 91 units) of departments, branches and sectors of the two provinces will be reorganized into 160 units, a reduction of 20 units.

Regarding the organization of the commune-level apparatus, up to now, in Quang Binh province, 8/8 districts, towns and cities have reported plans to organize the apparatus, staffing of civil servants and public employees of the new administrative units after the arrangement. The Department of Home Affairs is evaluating and is expected to complete and submit to the Provincial People's Committee before June 24, 2025.

Quang Tri province has decided to approve the plan to arrange and transfer the organizational structure of agencies and units under the commune-level government; is approving the personnel plan and assigning the payroll to the commune-level government, expected to be completed and submitted to the Provincial People's Committee before June 24, 2025.

Regarding the results of preparing technical infrastructure and software, as of June 23, 2025, for the two important systems, the Document Management and Operation System integrating the task tracking system assigned by the Provincial People's Committee and the Provincial Administrative Procedure Information System, the Department of Science and Technology has completed the establishment of a user account system for departments, branches, and sectors, 41/41 commune-level People's Committees (new) of Quang Binh province, and 37/37 commune-level People's Committees (new) of Quang Tri province (old).

Test run, connect the system smoothly from the provincial level to the commune level; transfer 3/110 pilot administrative procedures for receiving and resolving at the district level (old) to the new commune-level People's Committee; establish a pilot interconnection process from the commune-level People's Committee (new) to the specialized agency of the province.

After listening to the opinions and proposals of departments, branches and professional units from the Quang Tri Provincial People's Committee, Hoang Nam, Acting Chairman of the Quang Tri Provincial People's Committee, suggested that in order to prepare for the establishment of a new province on July 1, 2025, the departments and professional branches of the two provinces review all tasks in the transitional phase of implementing the 2-level local government model; especially the preparation of technical infrastructure for software to handle administrative procedures, digital signatures, etc. to ensure smooth operation, without leaving any "gaps" in the process of performing tasks and without interrupting the work of people and businesses.

Besides, it is also necessary to pay attention to implementing reasonable policies and regimes for cadres and civil servants, ensuring that cadres and civil servants feel secure in their work.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Binh province Tran Phong requested the Department of Home Affairs, Department of Science and Technology, and the Office of the Provincial People's Committee to absorb the opinions at the meeting, continue to complete the Projects on the establishment and organization of specialized agencies and administrative organizations of Quang Tri province (new); Project on the arrangement of public service units to submit to the Provincial People's Committee according to its authority.

On the basis of closely following specific guidance documents from the central government, the sectors apply them to local practices to develop content that is appropriate and effective.

For administrative procedure settlement work at the provincial public administration center, the departments calculate and arrange the number of cadres and civil servants working at the headquarters in Quang Tri province (old) to report to the Provincial People's Committee for decision.
