In his opening speech, Deputy Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee Nguyen Tuan Anh emphasized that 2025 is the first year Lao Cai organizes the Red River Festival, opening the Red River Festival Project for the period 2025-2035. This is an important cultural, economic and foreign affairs event, aiming to honor the history, culture and civilization of the Red River, foster national pride, and educate the tradition of "drinking water, remembering its source". At the same time, the event is an opportunity to promote cooperation in socio-economic development, expanding friendly relations between provinces and cities in the Red River basin (Vietnam) and Yunnan province (China).
The Red River Festival takes place from November 18 to 24 in Lao Cai ward, Cam Duong ward and many localities in Lao Cai province, with a series of rich and attractive activities in the fields of culture, tourism, trade and sports . Here, visitors will experience the cultural space of ethnic groups; visit cultural exhibitions, tourism, photos, artifacts and publications about the Red River; enjoy folk rituals, folk songs, folk dances, traditional costumes to fully feel the soul and beauty of the land and people of the upstream region - where the Red River flows into Vietnam.
Along with that, the Festival also has a series of events and activities in economics, sports, tourism , and friendship exchanges such as: Vietnam - China International Trade Fair; re-enactment of the ancient Coc Leu market; International Cycling Race "One track - Two countries"; Vietnam - China sports, culture, youth and business exchange program. In particular, the Lao Cai Shan Tuyet Tea Festival - "Tea scent in the clouds" will honor the quintessence of highland products, bringing visitors experiences imbued with the cultural identity of the Northwest.

The Chairman of Lao Cai Provincial People's Committee affirmed that the regular organization of the Red River Festival is a concrete step to implement the Resolution of the First Provincial Party Congress, term 2025-2030, towards the 14th National Party Congress; demonstrating the spirit of innovation, creativity, proactive integration, building Lao Cai into a center for international economic trade connection, a leading cultural - tourism center of the Northern Midlands and Mountains region, developing in a green, harmonious, unique and happy direction.
Ms. Luo Ping, Deputy Secretary, Head of the People's Government of Honghe Prefecture, Head of the Working Delegation of Yunnan Province, China, emphasized that 2025 marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, and is also the year of humanistic exchanges between the two countries. Deputy Secretary, Head of the People's Government of Honghe Prefecture believes that with the joint efforts of both sides and the active participation of the delegates, the 2025 Red River - Lao Cai Festival and the China - Vietnam Cooperation Week in the Red River Basin will be better organized, and the exchanges and cooperation between the two sides will also become increasingly close; contributing to creating new momentum for the locality in promoting the development of the China - Vietnam Comprehensive Strategic Cooperative Partnership, building a community of strategic shared future between China and Vietnam, writing a new and increasingly brilliant chapter of cooperation between Honghe Prefecture and Lao Cai Province as well as between Yunnan and the northern provinces of Vietnam.
The Red River - Lao Cai Festival 2025 is not only a cultural festival, but also an important political, economic and diplomatic activity; contributing to the implementation of the policy of developing cultural industry associated with tourism, making culture an endogenous strength and driving force for sustainable development. This is also a forum for localities to exchange, cooperate, share experiences and strengthen the friendship and comprehensive cooperation between Vietnam and China.

The Festival had about 600 actors and many music stars, dancers and musicians. With careful investment, the performances conveyed the script content completely, making the Festival opening night impressive to the attendees.
In particular, a large number of people and tourists were immersed in the colorful cultural art space imbued with solidarity of the Art Program consisting of 3 chapters (Legendary Origin, Heritage Flow, Aspiration River) with the participation of singers Tung Duong, To Hoa, Khac Hieu, Minh Quan, Thu Thuy, Tuan Ngoc, Ngoc Chinh (Ram C), Thanh An and nearly 1,000 artisans and actors of Lao Cai province.
