Long Thanh Airport will operate 80% international flights and 10% domestic flights.

This is the latest proposal of the Ministry of Construction for the exploitation division plan between Tan Son Nhat International Airport and Long Thanh International Airport.

The Ministry of Construction has just sent Official Dispatch No. 10965/BXD-KCHT to Prime Minister Pham Minh Chinh regarding the plan to divide exploitation between Tan Son Nhat International Airport and Long Thanh International Airport.

Accordingly, Long Thanh International Airport will operate all international routes of 1,000 km or more and other routes selected by airlines.

For domestic routes, Long Thanh International Airport will operate according to the selection of Vietnamese airlines. Long Thanh International Airport is expected to transport 10-12% of the output on the Hanoi / Da Nang - Ho Chi Minh City route of Vietnamese airlines.

Tan Son Nhat International Airport will operate all international flights under 1,000 km (Tan Son Nhat International Airport plans to operate markets between Ho Chi Minh City and Thailand, Cambodia and Laos, accounting for 15-17% of total international flights to the Ho Chi Minh City area.

For domestic flights, Long Thanh International Airport will operate according to the choice of Vietnamese airlines.

With the above exploitation division, Long Thanh International Airport will exploit 80% of international flights and 10% of domestic flights, Tan Son Nhat International Airport will exploit 20% of international flights and 90% of domestic flights.

“The State will proactively coordinate and determine the ratio of international and domestic exploitation at each port in each period; the division criteria will be reviewed after the first 5 years of actual exploitation,” said Mr. Le Anh Tuan, Deputy Minister of Construction.

It is known that the Feasibility Study Report on the Investment Project for Construction of Long Thanh International Airport Phase 1 (Project) approved by the Prime Minister in Decision No. 1777/QD-TTg dated November 11, 2020 has determined the exploitation plan of Tan Son Nhat International Airport and Long Thanh International Airport according to the model of a pair of international airports operating simultaneously, the State proactively coordinates and determines the ratio of international - domestic exploitation at each port in each period.

According to this plan, Long Thanh International Airport will operate 80% of international flights and 10% of domestic flights, Tan Son Nhat International Airport will operate 20% of international flights and 90% of domestic flights.

Recently, Vietnam Airports Corporation has proactively selected international consultants, Incheon Airport Joint Venture (IAC Consultants), to develop a management and operation plan to ensure the goals and promote the effectiveness of the Project's investment.

IAC Consultants have developed a set of Concept of Operations (CONOPS) documents, developed a Master Plan for putting Long Thanh International Airport into operation, including a detailed study on the plan for dividing operations between Tan Son Nhat International Airport and Long Thanh International Airport.

IAC consultants have studied two options and recommended that ACV report to the Steering Committee to study and select the option of transferring all regular international flights from Tan Son Nhat International Airport to Long Thanh International Airport, in order to ensure convenience in organization, management, exploitation, optimization of resources, ensuring the long-term goal of developing Long Thanh International Airport to become a regional transit airport, competing with major airports in the world.

Based on ACV's recommendations, the Ministry of Construction has directed the Civil Aviation Authority of Vietnam and ACV to research, evaluate, and refer to the actual organization and operation of airport pairs (Government's goals, organization, management and operation plans, infrastructure capacity, services, trade, conversion roadmap, etc.).

During the research process, the Civil Aviation Authority of Vietnam coordinated with ACV and the Vietnam Aviation Academy to organize seminars, dialogues, and collect opinions from domestic and foreign experts, aviation businesses, airlines, logistics businesses, international organizations such as the International Air Transport Association (IATA), listen to public opinions, social media opinions, etc. to consider and research to develop the most optimal plan suitable to the practical conditions of Vietnam.

“Up to now, the Civil Aviation Authority of Vietnam and ACV have agreed to report to the Ministry of Construction on the plan to divide the exploitation between Tan Son Nhat International Airport and Long Thanh International Airport in accordance with the approved objectives of the Project. At the same time, a detailed roadmap for the transfer of exploitation must be determined to ensure effective investment and the approved investment objectives of the Project,” the Ministry of Construction’s dispatch stated.
