While many localities are still struggling with the problem of eliminating temporary and dilapidated houses, Cho Don commune, Thai Nguyen province (formerly Bac Kan province) has emerged as a bright spot with breakthrough initiatives that have helped 100% of households eligible for support to eliminate temporary houses to start construction and complete the goal earlier than expected.
"Special" task force helps people overcome spiritual barriers
One of the biggest barriers in the work of eliminating temporary and dilapidated houses in 37 northern communes of Thai Nguyen province does not lie in financial issues but comes from spiritual factors and long-standing customs of the people, which is the age of house construction.
Ms. Hoang Thi Phuong Dung, Vice Chairwoman of the People's Committee of Cho Don Commune, said that many households in the commune have requested to postpone the start of construction until the end of the year because they are not old enough, which greatly affects the overall progress of the program.
Faced with this situation, the commune leaders proposed an initiative to establish a "special" working group consisting of officials, civil servants, and workers with "good ages" in the year to support households "borrowing their ages" to build houses.
Mr. Trieu Huy Chung, Secretary of the Party Committee of Cho Don Commune, said: "Many households are in the target group of having their temporary and dilapidated houses demolished, which is very difficult to mobilize. We have asked our brothers to find out and approach the most influential people in the clan to ask them to come along and support the mobilization. Thanks to that, many households, instead of starting construction in October or December, have started construction a few months earlier than expected."
This initiative is not simply an administrative solution, but also a deep understanding of the psychology and culture of the people. Many members of the working group, including Ms. Hoang Thi Phuong Dung, have pioneered "borrowing age" to build houses, creating trust and maximum comfort for the people. This has helped people overcome psychological and customary barriers, significantly speeding up the construction progress.
A typical example is the case of Ms. Hoang Thi Xuyen, Lien Thuy village, although 2025 is not a good year to build a house, she was able to start construction early thanks to "borrowing age."
This is a clear demonstration of the effectiveness of this initiative. Thanks to the consensus and creativity in the mobilization work, currently, 100% of the households subject to the removal of temporary and dilapidated houses in Cho Don commune, Bac Kan province have started the work.
Specifically, 74 households according to the approved decision and 21 additional households have started construction, ensuring completion before August 25. In particular, 19 households of meritorious people have also completed the set goals, contributing to the overall success of the program.
The government is focusing on supporting the people.
Not only stopping at solving psychological barriers, Cho Don commune also proactively implemented forms of material support, to reduce the cost burden and shorten construction time for people.
Mr. Trieu Huy Chung said: "Difficulties in construction material prices are one of the reasons why many households are still hesitant. To overcome this, the commune has taken practical and specific actions such as organizing trucks to transport materials to the construction site, helping to save transportation costs and ensure progress."
The local authorities also mobilized excavators to help people level the ground and dig foundations. This is extremely valuable support, especially for households in difficult circumstances.
Mr. Ha Van The, son of Ms. Hoang Thi Xuyen, could not hide his joy when sharing: "Our family received help from the commune with several excavators to level the ground and dig the foundation, thanks to which we were able to shorten the time and reduce some of the costs."
These supports, together with the cooperation of departments, branches and organizations from commune to village level, have created the most favorable conditions for the people. The flexible approach of Cho Don commune is a testament to the initiative and high determination in the work of eliminating temporary and dilapidated houses.
With these results, Mr. Pham Hoang Son, Chairman of the People's Committee of Thai Nguyen province, in a working session with leaders of 37 communes and wards in the northern region of the province on the work of eliminating temporary and dilapidated houses, highly appreciated the creativity in the mobilization work of Cho Don commune.
Mr. Pham Hoang Son affirmed that Cho Don commune is a bright spot in the work of eliminating temporary and dilapidated houses in the northern region of Thai Nguyen province and suggested that other localities learn from its experience to ensure the completion of the elimination of temporary and dilapidated houses by August 2025.
The success of Cho Don commune is not only a story of new houses, but also a story of the consensus, creativity and spirit of the local Party Committee and government for the people. This is an effective model for other localities in 37 northern communes in Thai Nguyen province to replicate, speeding up the elimination of temporary and dilapidated houses in the area./.
