In his opening speech at the workshop, Deputy Head of the Central Organizing Committee Phan Thang An emphasized that reforming the apparatus in any field is a difficult, sensitive, and highly impactful process that directly affects people, requiring dedication, sacrifice, solidarity, high political determination, a solid theoretical foundation, and systematic management. In the People's Public Security Force, it is not just a mechanical adjustment of the organizational structure, but a comprehensive reconstruction on all three axes: Organizational thinking - institutional design - and operational implementation.

Therefore, today's National Scientific Conference not only aims to summarize a model of the Public Security sector's organization, but is also a scientific forum with profound theoretical and practical significance, contributing to supplementing arguments and scientific basis for the innovation of the organizational apparatus of the entire political system to advise the Party on drafting documents for the 14th National Congress of Delegates.

The workshop not only aims to record results, but also aims at the height of "creating modern organizational standards - enhancing the capacity to create and lead the development of the Vietnamese socialist rule-of-law state in the era of national growth under the leadership of the Communist Party of Vietnam".

"The cause of organizational innovation of the political system is a long journey, with many stages and many challenges. But if we have a fulcrum in practice, a foundation in theory and a will in consensus, we can completely overcome the old limitations to create an effective, democratic, honest, close to the people and for the people organizational model; as General Secretary To Lam has identified: this is a 'revolution' in the arrangement of the organizational apparatus, the arrangement of administrative units and reform and innovation to develop the country, strongly arousing national spirit, the spirit of autonomy, self-confidence, self-reliance, self-strengthening, national pride, and the aspiration to develop the country", Deputy Head of the Central Organization Committee Phan Thang An said.

In his opening speech at the workshop, Deputy Minister of Home Affairs Truong Hai Long said that with high political determination, proactive spirit, determination and will, with the desire that public security work is always closely linked to the Party's political line, complying with and protecting the Party's correct and strategic decisions, from 2018 to present, the Ministry of Public Security has implemented 3 times of organizational restructuring.

The first time from 2018 to 2023 is to streamline the organization of the Ministry of Public Security and build a regular commune police force; the second time from 2023 to the end of 2024 is to streamline the internal organization of the unit and local police force; the third time from January 2025 to present is to arrange and streamline the organization of the local police force at 2 levels according to the motto "comprehensive province, strong commune, close to the grassroots".

During the implementation process, the Ministry of Public Security has had many innovations in leadership, direction, methods and measures to implement the Party's policies and guidelines on restructuring the apparatus, ensuring concentration, unity, specialization, consistency, streamlining, strength, better operation, improving the quality and efficiency of all aspects of public security work, meeting the requirements of ensuring security and order in the new situation.

The Deputy Minister of Home Affairs suggested that delegates focus on discussing and clarifying the theoretical and practical values, scientific and revolutionary nature of Marxism-Leninism, Ho Chi Minh's thought, the Party and State's policies and guidelines on building a lean, compact and strong apparatus in the new context; assessing the practice and drawing experiences on innovation and reorganization of the apparatus of the political system to be lean, effective and efficient in some ministries, branches, localities and especially in the Ministry of Public Security in the recent past; identifying and evaluating the advantages, opportunities, as well as difficulties and challenges; solutions to deploy and implement the orientations of the Party and State, especially the direction of General Secretary To Lam on reorganizing the apparatus of the political system at present and in the coming time.

Overcoming the situation of "many but not strong cadres"

The workshop received 103 scientific reports and presentations from leaders of ministries, departments, branches, localities, experts and scientists inside and outside the People's Public Security Forces...

At the Workshop, delegates clarified major issues, namely: From the practice of organizational innovation in the People's Public Security, more clearly identifying the laws of motion of the political-administrative organizational model in the context of integration and digital transformation.

Deepen the value of unified focus and connection between organization - people - operating mechanism in improving implementation effectiveness and political responsibility.

Open up policy implications, scientific and feasible recommendations for reference for other sectors and fields in the political system.

Affirm and clarify the correctness of the Party and State's policies and guidelines on innovation and reorganization of the political system.

In his concluding remarks at the workshop, Deputy Minister of Public Security Tran Quoc To affirmed that the workshop had basically agreed on the assessment and affirmed that innovation and reorganization of the political system apparatus is one of the basic requirements in the process of national renewal, aiming to contribute to improving the leadership capacity and fighting strength of the Party, the effectiveness and efficiency of state management and promoting the people's mastery.

According to the Deputy Minister, in recent years, the Central Public Security Party Committee and the Ministry of Public Security have always been exemplary in implementing the Party's policy on innovation and restructuring the Ministry of Public Security's apparatus to be lean, compact, and strong, with three restructurings of the apparatus; at the same time, he affirmed that the Ministry of Public Security will continue to proactively arrange for the reasonable merger of provincial-level and communal-level police in accordance with the policy of building a two-level local government of the Politburo, the Party Central Committee, the National Assembly, and the Government, ensuring more effective operations in the coming time.

From the practical results of the arrangement and organization of the Ministry of Public Security, Deputy Minister Tran Quoc To pointed out a number of lessons learned, that is, it is necessary to clearly identify the innovation and arrangement of the organization of the police force at units and localities must go hand in hand with the innovation and arrangement of the Party organization model in the People's Public Security, associated with the arrangement of Party committee personnel, cadres, and Party members suitable to their job positions, ensuring leanness, compactness, and strength.

Leadership, direction of innovation, and organization of the apparatus must be regular, close, and drastic; necessary documents must be promptly issued, creating a legal corridor for implementation; favorable conditions must be created for implementation in a public, democratic, transparent, unified manner, with a suitable roadmap; lessons learned while doing, and timely adjustments must be made to ensure high feasibility and practical effectiveness.

Innovation and reorganization of the apparatus must be carried out synchronously with the arrangement, streamlining and improvement of the quality of the staff, ensuring "the right person, the right job, the right level, the right capacity, the right expertise", overcoming the situation of "a large but not strong staff, both redundant and lacking, in the wrong field, wrong profession, not in the right job position", promptly training and fostering staff in accordance with the requirements and tasks according to the motto "what is needed, what is lacking, promptly train and foster that content so that it is suitable for the job position requirements of each individual in the field".

At the same time, it is necessary to respond to the requirements and tasks in the new situation, without interrupting work; the organization of the apparatus is carried out according to the principle "An agency or unit can perform many tasks, but one task is only assigned to one agency or unit to preside over and take primary responsibility; strengthen administrative procedure reform and online public services to serve people and businesses in the fastest and most convenient way.

The work of reorganizing the apparatus must also be associated with enhancing the application of science and technology to improve the quality and efficiency of work, effectively serving the goal of digital transformation, building an e-Government, especially taking the lead in implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
