In the plan for restructuring and streamlining public service units, the Gia Lai Provincial People's Committee requested the development of a plan to transfer the existing commune/ward health stations; Livestock and Veterinary stations; and Crop Production and Plant Protection stations to the commune-level People's Committees for management.
Continue merging numerous public service units to streamline the organizational system.
Reorganization of public service units: Transfer the existing commune/ward health stations to the management of the commune-level People's Committee.
The Department of Justice currently has 10 public service units. These include:
- Eight or more units that are self-sufficient in covering their operating expenses (notary offices; asset auction service centers);
- 2 units whose operating expenses are covered by the state budget (state legal aid centers).
According to the restructuring plan, two state-run legal aid centers will be merged, leaving one center whose operating expenses are covered by the state budget.
The Department of Science and Technology currently has 4 public service units.
According to the arrangement plan:
- The Center for Digital Transformation will remain a public service unit with the function and nhiệm vụ of serving state management;
- Increase the level of autonomy to self-sufficiency in recurrent expenditures for the Center for Application of Advanced Science and Technology , the Center for Analysis and Quality Measurement, and the Center for Scientific Discovery and Innovation.
The Department of Health currently has 47 public service units, including 4 general hospitals, 8 specialized hospitals, 4 specialized medical centers, 3 specialized social welfare centers, and 28 multi-functional regional health centers.
Proposed arrangement: Maintain, strengthen, and improve existing medical facilities and develop a plan to transfer the entire existing commune and ward health stations (including all station locations) currently managed by the regional health center (under the Department of Health) to the direct management of the commune-level People's Committee.
The arrangement of public service units is to establish educational centers that provide services across multiple communes and wards.
For the Department of Internal Affairs , the merger of three units (the Employment Service Center, the Provincial Historical Archives Center, and the Provincial Center for Care and Rehabilitation of Meritorious Persons) into one unit will be funded by the state budget to serve the state management of the Internal Affairs sector.
The Department of Education and Training currently has 127 public service units, including 92 high schools and combined junior and senior high schools; 3 specialized high schools; 6 ethnic boarding high schools and combined junior and senior high schools; 1 specialized school; 1 continuing education center; and 24 vocational education and continuing education centers.
According to the arrangement plan:
- Maintain the existing public secondary schools;
- Reorganize 25 Continuing Education Centers and Vocational Education - Continuing Education Centers into 16 Continuing Education Centers and Vocational Education - Continuing Education Centers to provide services across multiple communes and wards.
Transfer the Livestock and Veterinary Stations and the Crop Production and Plant Protection Stations to the Commune People's Committees in their current state.
The Department of Agriculture and Environment currently has 40 affiliated public service units and 30 affiliated public service organizations under its sub-departments.
According to the arrangement plan:
- Maintain a level of autonomy and self-sufficiency in recurrent expenditures for 5 units: Center for Agricultural and Environmental Planning, Center for Rural Clean Water, Land Registration Office, Fishing Port Management Board, and Tam Quan Fishing Port Management Board.
- Increase the level of autonomy to self-sufficiency in covering recurrent expenditures, to be completed by 2025 for 2 units: the Center for Resource and Environmental Monitoring and the Center for Agricultural Seeds.
- Increase the level of autonomy to self-sufficiency in recurrent expenditures according to the roadmap, to be completed before July 1, 2026, for 31 units: 29 protective forest management boards, An Toan Special Use Forest Management Board, and Kon Chu Rang Nature Reserve Management Board.
- Merge the Center for Digital Transformation of Agriculture and Environment into the Provincial Land Registration Office. Retain the Agricultural Extension Center (with recurrent expenditures guaranteed by the state budget) as a public service unit with functions and tasks serving state management.
- Transfer the Livestock and Veterinary Stations and the Crop Production and Plant Protection Stations to the People's Committees of the communes where these stations are located, in order to reorganize them into a single public service unit providing basic, essential, multi-sectoral public services across multiple communes and wards.
After the reorganization, the Department of Agriculture and Environment now has only one public service unit, the Agricultural Extension Center, whose operating expenses are covered by the state budget; the remaining units are also covered by the state budget or higher.
The Department of Culture, Sports and Tourism currently has 11 public service units.
According to the arrangement plan:
- Merging four units: Gia Lai Provincial Library, Pleiku Library, Provincial Traditional Arts Theater, and Binh Dinh Traditional Martial Arts Center into one state-funded public service unit with functions and tasks serving state management.
- Merging and increasing the level of autonomy to self-sufficiency in recurrent expenditures according to the roadmap for 4 units: merging the Gia Lai Provincial Museum and the Pleiku Museum; merging the Gia Lai Provincial Sports Training and Competition Center and the Pleiku Sports Training and Competition Center.
- Maintain and increase the level of autonomy to self-sufficiency in recurrent expenditures according to the roadmap for 3 units: Dam San General Music and Dance Theatre, Quang Trung Museum, and Provincial Cultural Center.
After the reorganization, the Department of Culture, Sports and Tourism now has only 1 public service unit whose operating expenses are covered by the state budget; the remaining units are fully funded by the state budget or higher.
