- The election of the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term is a major political event of great significance for the whole country and Khanh Hoa province. It is a widespread democratic movement and activity among the people, actively contributing to building, consolidating and perfecting the socialist rule-of-law state of the people, by the people, for the people, under the leadership of the Communist Party of Vietnam . The plan for implementing the election work in the province identifies specific tasks to ensure the election of the correct and sufficient number of National Assembly deputies and People's Council deputies at all levels; the elected deputies have quality, reasonable structure, and comply with regulations; and ensure consistency in the arrangement and assignment of cadres, especially key leaders.
Deploy multiple tasks and propagate in stages
- Could you please tell us about the election work that needs to be carried out in the province?
- To effectively carry out the election work in the province, agencies, units and localities need to focus on performing many tasks such as: Organizing conferences to deploy and train professional election work; establishing organizations in charge of election work; planning the structure, composition and allocation of the number of National Assembly deputies and People's Council deputies at all levels; dividing constituencies and the number of elected deputies in each constituency; negotiating and introducing candidates for National Assembly deputies and People's Council deputies; reviewing and receiving candidate dossiers; announcing and posting the official list of candidates by constituency; compiling and posting the list of voters; campaigning for elections; printing and distributing ballots and documents serving the election; resolving complaints and denunciations about elections; preparing to organize elections; synthesizing and announcing election results; confirming the qualifications of elected candidates; ensuring political security, order and social safety before, during and after the election; inspect and supervise elections; organize the first session of People's Councils at all levels...
Information and propaganda work will be carried out in 3 phases: Phase 1 (from October to December) focuses on disseminating Directive No. 46, dated May 16, 2025 of the Politburo on leading the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term. At the same time, it will disseminate new points of the 2013 Constitution after amending and supplementing a number of articles; the Law on Organization of Local Government (amended); the Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; directives and instructions on election work. Along with that, it will disseminate information on the structure, composition, number of candidates and self-nominees; the organization of the first consultative conference; the innovations of the National Assembly in legislative activities, supervision and decision-making on important issues of the country; the important achievements of the National Assembly over 80 years and People's Councils at all levels.
Phase 2 (from January to election day) focuses on propaganda about the 2nd and 3rd consultative conferences; standards for National Assembly and People's Council deputies; election principles and procedures, citizens' rights to vote; the excited and confident atmosphere of voters voluntarily voting; the conduct of democratic, equal, legal, safe and economical elections.
The third propaganda campaign after the election day focused on the successful results of the election; activities to celebrate the success of the election; the first session of the 16th National Assembly and the first session of the People's Council.
Ensure timely implementation
- Sir, to complete a huge amount of work in a relatively short time, how does the Provincial Election Committee determine the implementation roadmap?
- Up to now, the Provincial Election Committee, the Commune Election Committee, the Provincial Election Committee's support team and 4 sub-committees: Facilities; Complaints and denunciations handling; Security, order and health; Propaganda have been established. The election committees will be established no later than January 4, 2026; the election teams will be established no later than January 31, 2026.
According to the plan, after receiving the opinion of the National Election Council, no later than December 25, 2025, the list of provincial constituencies and the number of National Assembly deputies elected in each constituency will be announced. At the same time, the number and list of provincial and commune-level People's Council deputies' constituencies and the number of People's Council deputies elected in each constituency will be announced.
The consultation and introduction of candidates for the National Assembly are organized by the Standing Committee of the Provincial Vietnam Fatherland Front Committee. The first consultation conference will be held no later than December 10, 2025, to agree on the structure, composition, and number of people from local agencies, organizations, and units to be introduced as candidates based on the plan of the National Assembly Standing Committee; no later than February 3, 2026, the second consultation conference will be held to make a preliminary list of candidates, and send it to voters at their place of residence and work for self-nominated candidates for their opinions; no later than February 20, 2026, the third consultation conference will be held to select and make a list of qualified candidates.
The consultation and introduction of candidates for People's Council deputies are organized by the Standing Committee of the Vietnam Fatherland Front Committee at the same level. No later than December 10, 2025, the first consultation conference will be held at each level to agree on the structure, composition, and number of candidates to be introduced; no later than February 3, 2026, the second consultation conference will be held at each level to make a preliminary list of candidates, send it to voters at their place of residence and workplace (if any) for self-nominated candidates, candidates introduced by agencies, organizations, units, villages, and residential groups according to regulations; no later than February 20, 2026, the third consultation conference will be held at each level to select and make a list of qualified candidates.
The number of constituencies for electing deputies to the Provincial and Commune People's Councils, the list of constituencies and the number of deputies to be elected in each constituency shall be determined by the election committee at that level upon the proposal of the People's Committee at the same level, and shall be announced no later than December 25, 2025.
The receipt of candidacy dossiers is carried out from December 15, 2025 to February 1, 2026 (during office hours and on Saturdays, January 31, 2026 and Sundays, February 1, 2026). The list of candidates for National Assembly deputies and People's Council deputies at all levels will be posted at the polling stations no later than February 27, 2026. The list of voters will be posted no later than February 3, 2026. Within 30 days from the date of posting the list of voters, citizens have the right to make complaints; the agency that compiles the list must resolve and announce the results within 5 days from the date of receiving the complaint. The work of reviewing and resolving complaints, denunciations, and recommendations about candidates and the compilation of the list of candidates will stop 10 days before the election day; after that, it will continue to be reviewed and resolved according to regulations.
No later than March 25, 2026, the National Election Council will announce the election results and the list of elected National Assembly deputies; the election committees will announce the election results and the list of elected People's Council deputies at their level.
The Provincial Election Committee requested agencies, units, and localities to urgently develop plans to deploy election preparation work and organize the election well to ensure progress.
