Streamlining the apparatus: A revolution to help the country rise up

Faced with the urgent need to converge all advantages and strengths to bring the country into a new era, an era of national rise, on November 25, 2024, the 13th Party Central Committee Conference discussed and agreed on many important issues, including the strategy on streamlining the political system's apparatus and the task of summarizing and evaluating the implementation of Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee. Accordingly, the arrangement and streamlining of the apparatus is an especially important task, a revolution in the apparatus organization, a prerequisite for the country to enter a new era, an era of national rise.

Special important task

The policy of streamlining the apparatus of the political system has been mentioned in many Party congresses. During the 12th Party Congress, the Central Executive Committee issued Resolution No. 18 on innovating and arranging the apparatus of the political system to be streamlined and operate effectively and efficiently. Reporting on some key contents in the implementation and summary of Resolution 18 at the recent national conference, Politburo member, Party Central Committee Secretary, Head of the Central Organization Commission Le Minh Hung, stated: Over the past 7 years, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of Resolution 18 have achieved some important results, initially creating positive changes in innovation, arranging the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.

However, due to many reasons, the arrangement of the apparatus is still not synchronous, not comprehensive, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus of the political system is still cumbersome, with many levels and many focal points; the functions, tasks, powers and working relationships of many agencies, units and organizations are not clear, still duplicate and overlap; decentralization and delegation of power to localities are not strong, not synchronous, not reasonable, not meeting the requirements and tasks of the new period... The main reason is that the overall organizational model of the political system is not really complete; the awareness and actions of Party committees, Party organizations, collective leaders and heads in some agencies, organizations, units and localities are not complete, not profound, not determined, and lack of drastic actions.

Speaking at the national conference to disseminate and summarize the implementation of Resolution No. 18 in early December 2024, General Secretary To Lam affirmed that the reorganization and streamlining of the apparatus is a very urgent issue that must be done, and the sooner it is done, the more beneficial it is for the people and the country because many Party congresses from previous terms have raised this issue, especially from the 12th Congress to the present. That shows that the Party has seen and found it necessary to do so, but the implementation process has not yet achieved the set goals...

“I request that all levels and sectors from the central to the grassroots level must determine the highest political determination in implementing this policy. This is a particularly important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system. Comrades, leaders, heads of Party committees and agencies need to be exemplary, proactive, and determined in performing assigned tasks in the spirit of running and lining up; the central level does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; the central level sets an example, the localities respond...”, General Secretary To Lam emphasized.

Urgent and decisive action

Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Central Executive Committee and the Politburo reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18 in the entire political system. The Politburo determined that summarizing Resolution 18-NQ/TW and arranging and perfecting the organization and apparatus of the political system to be streamlined and operate effectively and efficiently is an especially important task, a revolution in streamlining the organization and apparatus of the political system, requiring a high consensus in awareness and action throughout the Party and the entire political system.

According to the plan to reorganize the apparatus of the provincial political system, after the reorganization, the functions and tasks of each agency and unit are rearranged to be more suitable and reasonable, overcoming the overlapping of functions, tasks, working relationships, operating mechanisms and specific responsibilities. Accordingly, the number of agencies has reduced their internal organizational structure, specifically: Departments, branches, sectors and equivalents at the provincial level have reduced by 7 units, reduced by 12 offices; Party Committees directly under the Provincial Party Committee have reduced by 2 units; district level has reduced by 3 specialized offices/1 district; in addition, some offices and departments have been reduced according to the proposal of the units...

Implementing the direction in Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution 18, the Standing Committee of Binh Duong Provincial Party Committee has focused on leading the arrangement and streamlining of the apparatus according to the Central's orientation models. Accordingly, on December 1, 2024, the Standing Committee of the Provincial Party Committee issued Decision No. 1748-QD/TU on the establishment of the Steering Group and the Working Group to summarize the implementation of Resolution 18. The Steering Group is headed by Comrade Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation.

With a spirit of urgency and determination, on December 17, 2024, the Standing Committee of the Provincial Party Committee held a meeting of the Provincial Party Executive Committee, term XI, 2020-2025, to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient". Speaking at the conference, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized that with very high political determination from the Central to the local level, this is a decisive time to resolutely direct the organization of the streamlined apparatus to operate effectively and efficiently. In that spirit, it is necessary to continue to synchronously deploy solutions, first of all, strictly implement the direction of the Central Committee; link ideological work and personnel work with the arrangement and orientation of personnel work for the upcoming Party Congresses at all levels. At the same time, agencies, units and localities continue to review and reorganize their internal organizations with the spirit of eliminating intermediate levels, ensuring no duplication of functions and tasks, but at the same time adding new tasks in the development orientation of the country and the province in the coming time.

At the same time, it is necessary to strengthen propaganda work on mass media to create high unity within the entire Party, the political system and the people. Relevant agencies of the province promptly receive the direction of the Central Government and develop appropriate local policies in implementing the streamlining of the apparatus, ensuring that the new apparatus must be better than the old one...
