After nearly 1 month, nearly 600 applications for issuing and exchanging driving licenses have been processed at the commune-level police station.

Implementing the transfer of the task of issuing and exchanging driving licenses, from March 1st to now, the Traffic Police Department of the Provincial Police has assigned officers to directly guide, receive and handle 4,637 applications for issuing, exchanging and re-issuing driving licenses, including 3,859 applications for issuance and exchange and 778 applications for re-issuance. The implementation process has basically met the requirements of serving the people, limiting the backlog and congestion of applications that affect the rights and interests of organizations and individuals.

However, due to the great demand for issuance, renewal and re-issuance of driving licenses of people in districts, towns and cities in the province, while the geographical conditions are large, with many areas from the district center to the provincial Public Administration Service Center being hundreds of kilometers away, in order to facilitate the people, from April 1, the Director of the Provincial Police Department has decided to add 9 more points to receive, guide and handle procedures for issuance, renewal and re-issuance of driving licenses at the police stations of wards and towns. In addition to the task of guiding procedures and handling citizens' records, the police stations of wards and towns at these 9 points will receive applications for issuance, renewal and re-issuance of driving licenses of citizens in neighboring districts.

To overcome difficulties when taking on new tasks and serve the people better, in addition to arranging officers who have participated in training on driver's license issuance, the police of 9 wards and towns in Thanh Hoa province assigned to the task have promoted digital transformation, quickly guiding citizens to carry out procedures for issuing and exchanging driver's licenses right at the facility. After nearly 1 month of implementation, the police of 9 wards and towns have received and processed nearly 600 applications for issuing and exchanging driver's licenses.

With a sense of responsibility, officers and soldiers at commune-level police stations have made efforts to approach the processes and procedures related to issuing and exchanging driver's licenses for people, ensuring a smooth transfer process, without affecting the normal operations of people and businesses. Accordingly, when arriving at commune-level police reception points, people will be guided to carry out other necessary procedures such as taking photos and completing the obligation to pay the driver's license exchange fee upon receipt. For online procedures, individuals who need to change their driver's license access the Public Service Portal at https://dvc-gplx.csgt.bocongan.gov.vn/p/home/dvc-trang-chu.html, declare according to the instructions and must complete the obligation to pay the driver's license change fee through the payment function of the online public service system as prescribed. After completing the electronic data on the citizen's driver's license, it will be automatically updated on the electronic environment via the driver's license information lookup page of the Traffic Police Department and the National Identification Application (VneID).

People can use the VneID application to present their driver's license to the authorities during inspections, and the traffic police also use the electronic environment to check and authenticate people's driver's licenses through a specialized application, requiring people to provide information about their personal identification code.
