As a prestigious person, Party cell secretary, and head of Mua Xuan village (Son Thuy commune, Quan Son district), over the years, Mr. Sung Van Cau has learned and followed Uncle Ho's example through concrete actions, associated with his assigned duties, tasks, and work. "Words go hand in hand with actions", Mr. Cau is always exemplary, taking the lead in all local movements and activities, actively propagating and mobilizing villagers to participate in economic development, protecting borders and landmarks, and pushing back bad customs.

It has become a custom that for more than 7 years now, once or twice a month, village chief Sung Van Cau has traveled more than 7km of steep passes to visit landmark 323 bordering Vieng Xay district, Hua Phan province (Lao PDR). He considers protecting the border and landmarks not only a responsibility, but also a source of pride for every citizen. Every time he patrols the landmarks, he diligently clears the grass, sweeps them clean, checks them carefully, and when he discovers any unusual signs, he promptly reports them to the officers of the Na Meo International Border Gate Border Guard Station. He also visits each household to propagate and mobilize people to join hands with the border guards to protect the landmarks and maintain security and order in the border area.

In addition, village chief Sung Van Cau also mobilized people to change farming methods, apply science and technology to livestock farming, crop cultivation, hunger eradication and poverty reduction, actively protect and develop forests, and maintain village hygiene; at the same time, listen to people's thoughts and aspirations, and report to local authorities and border guards on pressing issues to find timely solutions. In 2024, Mr. Cau mobilized villagers to plant 63 hectares of bamboo forests; introduced Japanese hybrid rice to grow 2 crops/year on an area of ​​10 hectares, contributing to stabilizing food sources, bringing the average income of villagers to 29 million VND/year. According to Mr. Cau, in order for people to believe and follow, he must be exemplary, take the lead in all activities and movements, match words with actions, always be close to, listen to, and respect the opinions and contributions of the people.

With more than 20 years of actively participating in local mass activities, 7 years of quietly patrolling the border, protecting the border and landmarks, Mr. Sung Van Cau has clearly demonstrated his role as the "core" of the movement "All people participate in protecting territorial sovereignty and national border security in the new situation", always being exemplary and leading for all people in Mua Xuan village to learn and follow. With his efforts, he has been awarded certificates of merit and certificates of merit many times by all levels and sectors. But perhaps for him, the greater reward is the love and support of the villagers and the trust of the officers and soldiers of the Na Meo International Border Post.

To gain consensus and support from the people, he and members of the village front committee actively promoted to help people raise awareness of the role, meaning and importance of smart villages, thereby registering to install internet and use telecommunications services in life. Currently in Chi Phuc village, 100% of business households have QR codes for customers to pay; 100% of households use cashless electricity payments; 100% of the population has electronic health records. The public lighting system applies digital transformation with automatic on/off software. The security camera system is connected to wifi network, installed on the village road to monitor the security and order situation in the area. The village broadcasting system uses information technology to integrate sim cards for automatic reception and transmission. Village officials set up zalo groups to promptly inform people about policies and guidelines...

Mr. Toan said: Thanks to the innovation in the way of doing things, there has been a strong change in people's awareness, creating consensus and unanimity in the process of implementing the smart village model, contributing to building Ha Son into the first model new-style rural commune of Ha Trung district.
