After the merger of Hai Duong and Hai Phong, how to manage waste in a unified manner?

Currently in Hai Phong, the City People's Committee assigned the Department of Agriculture and Environment to organize bidding to select contractors to perform public services according to Decree 32/2019/NDCP, applicable in 8 districts and Thuy Nguyen City; District People's Committees sign contracts with competent units. Meanwhile, in Hai Duong, the bidding for collection, transportation and treatment of solid waste is carried out by the district People's Committees.

In addition, investment in a waste treatment plant using waste incineration to generate electricity also needs to be considered. In Hai Phong, procedures are being implemented for an investment project to build a waste incineration power plant in the Dinh Vu area.

In Hai Duong, there are currently 3 factories with a total capacity of 540 tons/day and night in operation and 1 factory with a capacity of 1,000 tons/day and night that has approved investment policy. Currently, the total amount of domestic solid waste generated in Hai Duong is about 1,297 tons/day, of which 42% is treated by incineration to generate electricity.

In Hai Phong, the total amount of solid waste generated is about 2,010 tons/day, with 80% of urban waste and 70% of rural waste being treated by landfill. The rate of waste classified and recycled in urban areas is 17%, and in rural areas is 30%.

The Ministry of Agriculture and Environment is asking provinces and cities to urgently collect and treat household waste in accordance with the Law on Environmental Protection, encourage waste classification, and contribute to the formation of a sustainable waste recycling market. Promoting the classification of household waste at source will gradually reduce the amount of waste that needs to be treated.

This reality requires a unified bidding mechanism for selecting waste collection, transportation, and treatment units to be implemented by local authorities or the Department of Agriculture and Environment. In addition, it is necessary to consider and weigh the implementation of the waste incineration power plant project in Dinh Vu area, when Hai Phong City after the merger has 3 factories in operation and 1 factory has been approved in principle.
