The Government Office issued Notice 315/TB-VPCP dated June 23, 2025, concluding the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting on the implementation of Plan No. 02-KH/BCĐTW dated June 19, 2025 on science and technology development, innovation and digital transformation.
The notice stated: After listening to the report of the Ministry of Public Security's leaders and the opinions of the ministries and agencies on the situation and specific plans to implement the assigned tasks, Deputy Prime Minister Nguyen Chi Dung clearly stated the goals, key tasks, roadmaps, and specific responsibilities of the ministries, branches, agencies under the Government and localities that have been clearly and specifically stipulated in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee. The Deputy Prime Minister requested the Ministers of the ministries, heads of ministerial-level agencies, and Chairmen of the People's Committees of provinces and centrally run cities, according to their assigned functions and tasks, to urgently and seriously and effectively implement Plan No. 02-KH/BCĐTW; to be responsible to the Politburo, the Secretariat, the Government, and the Prime Minister for the progress and results of the implementation of the assigned tasks.
Promoting data creation for comprehensive digital transformation
Minister of Public Security, Head of the Working Group implementing Project 06; administrative procedure reform, digital transformation associated with Project 06, responsible for urging tasks related to administrative procedure reform, digital transformation associated with Project 06 according to Plan No. 02-KH/BCĐTW.
The Ministry of Public Security shall preside over and coordinate with the Ministry of Science and Technology , the Government Office, relevant ministries and agencies to develop and submit to the Government a Resolution on promoting data creation to serve comprehensive digital transformation in accordance with the direction of the Prime Minister. To be completed before June 30, 2025.
At the same time, the Ministry of Public Security shall preside over and coordinate with the Ministry of Construction, the Ministry of Science and Technology, the Government Office, and the People's Committees of provinces and centrally run cities to develop and submit to the Prime Minister for approval a deployment plan and roadmap for integrating security, order, and public transport surveillance camera systems into provincial-level Intelligent Operation Centers (IOCs) and interconnecting with the National Population Database on the basis of the principles of inheritance, joint exploitation, and sharing on a unified platform. To be completed in July 2025.
Deploy and upgrade the Electronic Identification and Authentication System to provide identification accounts for foreigners and businesses with foreign elements, ensuring no service interruption from July 1, 2025 when stopping organizational accounts according to Decree No. 69/2024/ND-CP of the Government.
The Deputy Prime Minister assigned the Minister of Science and Technology, Head of the Working Group on science and technology development, innovation and digital transformation (except for digital transformation tasks related to Project 06), to be responsible for urging tasks related to digital transformation (except for tasks related to Project 06) according to Plan No. 02-KH/BCĐTW.
Research on expanding the specialized data transmission network in the direction of centralized and unified network from the central to the grassroots level
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to study and propose solutions to upgrade and expand the Specialized Data Transmission Network in the direction of a centralized and unified network from the central to the grassroots level, connecting with agencies and organizations in the political system, to be completed before June 30, 2025; preside over and coordinate with the Ministry of Finance and the Ministry of Justice to study, develop and submit to the Government for promulgation a Resolution according to the simplified procedure to promptly remove obstacles and difficulties in implementing programs, projects and tasks on digital transformation and information technology. To be completed before June 30, 2025.
At the same time, the Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance to guide localities in building and deploying the Intelligent Operation Center (IOC) to ensure interconnection and effective exploitation of information and data to serve the direction, administration, and socio-economic development of localities, to be completed in July 2025; coordinate with localities to develop plans to upgrade and adjust information systems for handling administrative procedures at the local level, to be completed before June 25, 2025.
Announcing the list of codes of Vietnamese administrative units after the merger
The Deputy Prime Minister also requested the Ministry of Finance to direct the Electricity Corporation to coordinate with the Ministry of Industry and Trade and other agencies and localities to review and urgently supply electricity with the goal of eliminating power shortages in villages and hamlets across the country. To be completed in October 2025.
The Ministry of Science and Technology monitors and urges the implementation progress, ensuring the completion of eliminating signal depressions so that villages and hamlets have conditions to access digital transformation, to be completed by November 2025.
The Ministry of Finance shall preside over and coordinate with the Central Party Office, the Government Office, relevant ministries, ministerial-level agencies, and People's Committees of provinces and centrally run cities to issue documents announcing the list of codes of Vietnamese administrative units after the merger, to be completed by June 25, 2025.
At the same time, the Ministry of Finance shall preside over and coordinate with relevant ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities to develop guidelines for the use of the state budget to carry out urgent tasks in Plan No. 02-KH/BCĐTW.
The Government Office completes the upgrading of the functions of the National Public Service Portal; coordinates with the People's Committees of provinces and centrally-run cities to seamlessly connect with the Provincial Administrative Procedure Information System, meeting the requirements of implementing the 2-level local government model and closing the Provincial Public Service Portal interface, officially testing on the National Public Service Portal before June 28, 2025 to ensure smooth operation from July 1, 2025; presides over guiding and urging localities to perfect and improve the quality of operations of the Provincial and Commune Public Administration Service Centers. Complete before June 25, 2025.
Review, invest, upgrade, and develop e-Government information systems under management: National document interconnection axis, National reporting information system; Information system for monitoring tasks assigned by the Government and the Prime Minister; Online meeting application. Complete the review before June 30, 2025.
The Deputy Prime Minister requested ministries and ministerial-level agencies to preside over and coordinate with the Ministry of Public Security and the Government Office to focus on reviewing databases, restructuring processes, and providing 25 online public services proactively, entirely based on data on the National Public Service Portal, meeting the requirements of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation. Complete before June 28, 2025; proactively review and evaluate the effectiveness of the implementation of the Intelligent Operations Center (IOC) to have a plan for effective exploitation and use, and complete in June 2025.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities promote connection, data exchange, and application to serve the direction and administration of leaders and authorities at all levels to ensure efficiency, avoid waste, and meet the 2-level local government model. Regular tasks; register the need for additional state budget in 2025 to implement Plan No. 02/KH-BCĐTW, send to the Ministry of Science and Technology for synthesis before June 25, 2025.
The standing agency of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 periodically holds meetings every 5 days to review, evaluate and urge the implementation of tasks to implement Resolution No. 57-NQ/TW of the Politburo, Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation and Resolution No. 71/NQ-CP of the Government, promptly removing difficulties and obstacles.
