
This is the first deployment under Plan No. 40/KH-UBND dated August 11, 2025, of the Da Nang City People's Committee on organizing the deployment of IT volunteer students to support IT application and digital transformation in wards and communes in the city.
Arriving early at the Hoa Vang Commune Public Administrative Service Center, student Phan Cong Hieu (Vietnam-Korea University of Information Technology and Communication) was assigned tasks by the leaders of the Hoa Vang Commune People's Committee and the center: assisting people in registering online applications on the National Public Service Portal; guiding people on how to enter numbers; searching for categories, etc.
During his summer break, Hieu volunteered for the task, hoping to contribute his youthful energy to support the local government and people.

At the Ba Na Commune Public Administrative Service Center, student Huynh Le Ngoc Dung (Duy Tan University) actively assists and guides people through online application procedures. Despite prior training from the Department of Science and Technology, Dung and her colleagues still encountered initial difficulties in their practical work.
"Most people who come here haven't registered online, so we have to guide them from the beginning. In some cases, they haven't registered for VNeID level 2 identification, so I have to direct them to the commune police station to activate it," Dung shared.
Friends Dinh Van Dat and Mac Do Gia Huy (FPT University Danang) actively guide people in installing and using the Danang Smart City application on their phones to optimize the process of carrying out administrative procedures.
"The Danang Smart City app has an AI virtual assistant. If people are guided and use it well, they can be completely flexible in preparing documents and registering online from home before going to the public administrative service center, shortening waiting times," Dat said.
At the local level, student volunteers will assist officials and civil servants in handling technical issues related to IT equipment; provide guidance on using management software, online public service systems, and popular artificial intelligence (AI) tools in administration.
In addition, it provides guidance to businesses and citizens on using equipment at the public administrative center; supports online application submission, result lookup, use of personal digital signatures and other digital platforms of Da Nang city…
Based on a review by the Department of Internal Affairs and registrations from local authorities, there are currently 69 wards and communes in the city that need support for IT students.
Mr. Tran Van Lien, Deputy Director of the Hoa Vang Commune Public Administrative Service Center, said: “Hoa Vang commune is predominantly agricultural, and most of its residents are farmers, so they have some limitations in accessing IT and using online public services. The presence of the volunteer team is very timely .”
Student volunteers, with their youthful energy and IT skills, help people access and utilize online public services effectively. In addition, they reduce the workload for officials and civil servants, and speed up the processing of applications.

According to Mr. Nguyen Thanh Hong, Director of the Department of Science and Technology, the policy of sending IT students to support wards and communes aims to strongly promote the application of IT and digital transformation, serving the activities of local governments, especially in providing and resolving administrative procedures for citizens and businesses.
Following this campaign, the Department of Science and Technology, along with schools and agencies, will organize subsequent campaigns based on the needs of communes and wards and student registrations.
The deployment of student volunteers to support communes and wards operating within the two-tiered local government model is in accordance with the Prime Minister's conclusions at the first six-month review meeting of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation, and Project 06.
Previously, to support communes and wards in their initial operations under the two-tiered local government model, from July 1, 2025, the Department of Science and Technology mobilized personnel from businesses in the industry (VNPT, Post Office, Viettel) to directly support communes and wards in applying information technology, with 2 people per commune/ward.
