In particular, regarding production and business, the Department of Industry and Trade proposed to cut the highest rate in the whole province with 115/138 administrative procedures, a rate of 83.33%; the Department of Justice 68/116 administrative procedures, a rate of 58.62%; the Department of Science and Technology 31/60 administrative procedures, a rate of 51.67%.
Regarding internal administrative procedures, the Department of Science and Technology proposed to cut and simplify 7/9 administrative procedures; the Department of Finance 48/64 administrative procedures; the Department of Construction 18/35 administrative procedures.
The proposals focus on reducing the number of documents, shortening processing time, and simplifying internal processes. Many administrative procedures are proposed to cut time by 50% or more, bringing clear benefits to people and businesses.
In addition to the achieved results, according to the Department of Home Affairs, some agencies have only stopped at counting the quantity, not going into solutions to reduce time and procedures; some units have only focused on administrative procedures related to production and business without synchronously reviewing internal administrative procedures.
Previously, the Provincial People's Committee issued Plan No. 49/KH-UBND dated August 13, 2025 on reducing and simplifying regulations related to production and business activities and internal administrative procedures in 2025 in Dong Nai province (Plan No. 49). The objective of reviewing, reducing and simplifying administrative procedures is to improve the effectiveness of state management, improve the investment and business environment; at the same time, enhance the provincial competitiveness index (PCI), administrative reform index (PAR INDEX) and people's satisfaction index with the service of state administrative agencies (SIPAS).
The Provincial People's Committee then issued Decision No. 763/QD-UBND dated August 15, 2025 to establish a Working Group to review administrative procedures related to production, business activities and internal administrative procedures (Working Group) with Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Truong Son as the head of the group; the permanent deputy head is the director of the Department of Home Affairs; the deputy head is the chief of office of the Provincial People's Committee.
To effectively carry out the tasks in Plan No. 49 of the Provincial People's Committee, according to the Provincial Working Group, units need to continue to comprehensively review both production and business administrative procedures and internal administrative procedures; boldly propose breakthrough solutions, apply information technology, expand online public services; closely coordinate in reviewing interconnected administrative procedures...
