Digitizing civil registry data:

Civil registry data is essential information for resolving up to 80% of administrative procedures when implementing a two-tiered local government model.

Currently, localities nationwide have implemented digitalization, and millions of civil registration books have been updated into the electronic civil registration database. However, the implementation is facing many obstacles, from software and coordination between agencies to the skills of officials in using the system. Authorities are urgently working to overcome these shortcomings to ensure the smooth operation of the system.

New problems have emerged.

To support provinces and cities in digitizing resident data, the Ministry of Justice has deployed civil registration data management software since 2019. In particular, with the desire to create strong motivation and strive to complete the civil registration data digitization plan ahead of schedule, the Ministry of Justice and localities have launched a high-intensity emulation campaign titled "Accelerating the Completion of the Civil Registration Data Digitization Plan".

According to reporters, in provinces and cities such as Thai Binh, Da Nang, and Hanoi, the Departments of Justice have closely coordinated with the police force to guide the review and comparison of data between the electronic civil registry database and the national population database, ensuring clean and active data. Zalo groups have been established, and officials from the Departments of Justice are closely monitoring the areas, ready to support localities in various ways such as video recording, guidance via phone, or through the UltraViewer application.

Notably, in Da Nang, to support localities lagging behind, the Department of Justice established a working group that directly visited several communes with low digitization rates from 7:30 AM to 10:00 PM to guide officials in digitizing their data. To date, localities nationwide have digitized their data, which is connected and synchronized bidirectionally with the national population database. Hanoi , in particular, has digitized 96% of its data, reducing the workload for civil servants working in civil registration and improving the efficiency of administrative procedures. The remaining 4% lacked sufficient data entry due to outdated documents.

However, the implementation of the two-tiered local government model has revealed additional shortcomings. A typical example is the change in administrative boundaries, specifically the abolition of the district level, which has led to many people having to update their birth and permanent residence information. For instance, many citizens who previously resided in Yen Hoa ward (Hanoi) are now in Cau Giay ward, but their personal information has not been updated, or officials have entered incorrect data, resulting in the need for additional paperwork when processing administrative procedures such as marriage registration or birth registration.

Furthermore, according to Ms. Pham Ho Hong Trang from Yen Hoa ward, the administrative procedure processing information systems in most localities are not fully connected to the civil registration and management software and the interconnected public service software, resulting in slower processing times. Meanwhile, civil servants have to enter documents twice and transfer paper files, and the interactive electronic forms on the system lack complete data and do not integrate information from the National Population Database.

Troubleshooting through hands-on guidance.

Regarding this issue, Deputy Minister of Justice Nguyen Thanh Tinh informed that, through monitoring and receiving feedback and suggestions from localities via the Ministry of Justice's support hotline and other support channels, the Ministry has identified the difficulties.

Mr. Nguyen Thanh Tinh further stated that the new version of the civil registration and management information system, implemented by the Ministry of Justice from July 1, 2025, under a two-tiered local government model, requires synchronized coordination from many parties, including: the Ministry of Justice (deploying the software system, transferring data from the old system to the new system); the Government Office (National Public Service Portal); the Ministry of Public Security (interconnected public service software, national population database); the Ministry of Science and Technology and localities (provincial-level administrative procedure resolution system), while the implementation time is very tight. Therefore, it is difficult to avoid difficulties in the initial phase.

Upon inspection, the main difficulty stemmed from the fact that technical staff in some localities did not fully understand the synchronized model guided by the Ministry of Justice. The Ministry of Justice directed the creation of instructional videos on the use and specific operations of each function on the Electronic Civil Registry Registration and Management System, and posted them on the Electronic Information Portal and the National Law Portal for users to proactively study. Regarding connection and file/data transfer errors, the Ministry of Justice assigned a permanent team to coordinate with the provincial-level administrative procedure information system focal point and the Department of Administrative Management of Social Order (Ministry of Public Security) to resolve the issues.

According to statistics, 26 provinces and cities are using the i-Gate software provided by the Vietnam Post and Telecommunications Group (VNPT). Hanoi and Thai Nguyen province are using products from Mobifone Telecommunications Corporation. Quang Ninh province is being supported by FPT Group, and five localities are using software from other technology providers. The Ministry of Justice has assigned the Department of Administrative Justice to work with VNPT to agree on identifying errors and shortcomings and finding solutions; at the same time, it is continuing discussions with the remaining service providers to ensure that the issues are resolved before August 25, 2025.

Furthermore, the Ministry of Justice also discovered that some commune-level units and People's Committee leaders have not been issued digital signatures, or have been issued them but have not updated the digital signature software correctly, leading to processing difficulties; there is also a situation where civil servants in the justice and civil registration departments make mistakes in operating the civil registration and management software and the administrative procedure processing information system, leading to prolonged delays.

The Ministry of Justice is organizing working groups to conduct inspections and provide direct guidance in a number of localities facing many difficulties and obstacles, supporting them in overcoming these challenges through hands-on instruction. This is being implemented in 12 localities, including Hanoi.
