In recent years, the fishing industry in Quang Ngai province has not only changed in terms of production organization but also transformed significantly thanks to fishermen's proactive approach to technology. On large-capacity fishing vessels operating in traditional fishing grounds, ship owners have become familiar with installing and using the software of the Electronic CDT VN for Aquatic Product Traceability System.

The use of this software has made port entry and exit operations more convenient, reducing most of the manual paperwork that fishermen had to bring directly to the fishing port management board. Fisherman Truong Van Chinh (residing in Van Tuong commune) said that he was very confused when he first used this software.
“After a period of studying and working, I was able to do all the procedures right on my phone. In just a few minutes, I was able to send a request to export and dock without having to wait for an officer to confirm it directly like before. Whether I am at home or on the ship, I can do the paperwork, faster, less traveling and less confusion,” Mr. Chinh shared.
Not only convenient in terms of procedures, eCDT VN software also integrates the function of recording electronic fishing logs, which has long been a "bottleneck" for many fishing vessels when exporting seafood. Electronic logs clearly show output, species, fishing time and fishing grounds, helping businesses easily verify and accept goods. Thanks to meeting traceability requirements, products of many vessels are purchased at more stable prices, minimizing the risk of rejection when checking records.
After a period of use, fishermen in many coastal areas of Quang Ngai province have evaluated the eCDT VN software as a smart notebook that replaces paper notebooks that are easily smudged, prone to errors, and take a lot of time to record. The data is sent immediately when connected to the network and is stored synchronously in the system, helping fishermen feel secure whenever they need to retrieve it.
According to the Quang Ngai Province Fishing Port Management Board, the eCDT VN software is installed directly on smartphones, helping to significantly save time in processing procedures. When submitting an electronic declaration, the captain only needs to update information according to the available form, and the system will automatically transfer data to relevant agencies. Thanks to that, the control of ships entering and leaving the port becomes faster and more transparent, limiting the situation of false declaration of output or species.
Previously, during peak seasons, fishing boats entering and leaving ports often caused congestion because fishermen had to queue up to make declarations. Now, a large number of fishing boats have switched to electronic declarations, making inspections faster and more accurate. Applying technology helps ship owners easily arrange their voyages, without being too dependent on administrative procedures.

Mr. Nguyen Thanh Hien, Deputy Director of the Quang Ngai Province Fishing Port Management Board, said that in addition to positive signals, the application of technology and digital transformation in the province's fishing industry still has limitations. Many ship owners are used to recording on paper, leading to errors in output, types and coordinates of exploitation. These errors not only affect the control of output at the port but also cause difficulties in issuing certificates or certificates of origin of raw materials for seafood processing enterprises for export.
To overcome the situation where fishermen have not fully exploited the software's utilities, the Department of Agriculture and Environment of Quang Ngai province has directed relevant units to strengthen training and direct guidance at the port to help fishermen use eCDT VN proficiently. The Department also continues to research and expand the digitalization of many other procedures such as registration, inspection, licensing of exploitation or certification of safety and hygiene of fishing vessels, creating synchronization in management.
Deputy Director of the Department of Agriculture and Environment of Quang Ngai province Nguyen Duc Binh said that digital transformation in the fisheries sector is not only about changing administrative steps but more importantly, creating a change in thinking so that fishermen can adapt to modern, transparent and integrated exploitation methods.
When the data is fully updated, the agricultural sector can accurately assess the current situation, strengths and development potential, thereby advising the province to build practical support policies and promptly overcome existing problems.
