According to information from the Tax Department ( Ministry of Finance ), up to now, tax authorities at all levels have issued 61,492 notices of temporary suspension of exit with tax arrears of VND 83,028 billion. Of which, 36,646 taxpayers have abandoned their business addresses with tax arrears of VND 13,407 billion.
The tax authority has collected VND4,955 billion from 7,309 taxpayers whose exit from the country is suspended. Of these, 2,694 taxpayers paid VND256 billion from taxpayers who are abandoning their business addresses.
According to the Tax Department, there are still some taxpayers who deliberately delay and avoid their financial obligations to the State. Some cases, after incurring large tax obligations or showing signs of violations, have sought to leave the country to avoid responsibility.
The Tax Department and the Immigration Department ( Ministry of Public Security ) will soon coordinate in exchanging and providing information on temporary exit suspension electronically. The Tax Department will also coordinate with the State Treasury and the system of commercial banks to transmit and receive tax payment information electronically, in order to shorten the time to confirm the completion of tax obligations, promptly remove the temporary exit suspension order, and create favorable conditions for taxpayers.

Departure suspension is one of the debt enforcement measures applied by the tax sector to cases of procrastination, signs of asset dispersion, and absconding. Heads of tax and customs agencies have the right to decide to suspend the exit of individuals and business representatives who have not fulfilled their tax obligations.
In Decree No. 49/2025 issued by the Government at the end of February, individuals and business owners with overdue tax debts of VND50 million or more for more than 120 days will have their exit temporarily suspended. Individuals who are legal representatives of enterprises and cooperatives will be subject to this measure if the unit has overdue debts of VND500 million or more for more than 120 days.
The exit ban measure will be applied immediately to taxpayers who are no longer operating at their registered business address, those who leave the country to settle abroad, or foreigners before leaving the country. That is, the application will not need to follow the prescribed threshold, in order to recover tax debts to the state budget.
