According to the Ministry of Transport, the ETC toll collection system has been put into operation synchronously, meeting the required progress and quality. Expressways have collected non-stop tolls completely, toll stations on national highways have applied ETC toll collection in all toll lanes, maintaining only one mixed toll lane.

To date, 4.6 million vehicles have been tagged and opened ETC toll accounts, accounting for over 90% of the total number of vehicles nationwide. The number of transactions through the ETC toll collection system accounts for 90% of the total number of transactions through toll stations. However, according to current regulations, traffic accounts are only used to pay for road service fees, which has not created maximum convenience for users and has not yet been fully effective.

Many businesses and state management agencies have proposed expanding intermediary payment services on the platform of non-stop electronic toll collection systems such as airport tolls, seaport tolls, parking lot tolls, on-street parking fees, and inspection fees.

According to the Ministry of Transport, expanding new services on the platform of the non-stop toll collection system will bring many benefits, convenience to service users and investment efficiency of the non-stop electronic toll collection project. Therefore, the Ministry of Transport recommends that the Prime Minister allow the expansion of payment intermediary services on the platform of the non-stop electronic toll collection system to pay for services related to transport infrastructure and other services in Decision No. 19/2020 of the Prime Minister . In the immediate future, priority will be given to the immediate implementation of the toll collection service at airports and seaports.

Many opinions support and welcome the automatic ETC toll collection without stopping at the airport because it saves time, avoids congestion and is especially transparent about toll collection. "This is a reasonable proposal that needs to be implemented soon because it saves time and money for users. Nowadays, it is necessary to apply advances in science and technology to reduce personnel and create convenience when using. This toll collection method also avoids congestion when vehicles enter and exit the airport," said Thanh Nguyen, a member of the Board of Directors.

Sharing the same opinion, BĐ Hữu Quang commented: "I fully support the fee collection by ETC because it is transparent and accurate, saves time for users, and does not cause disorder when entering and exiting the airport. However, it is necessary to be clear and specific so as not to affect the rights of the people. Those who come to see off guests will only be charged a basic service fee, those who park their cars will be charged a higher parking fee."

Meanwhile, Thanh Truc, the director of the airport management department, wrote: "The introduction of technology into management like this should have been done earlier to save manpower and make management more stringent. To be honest, the current management system at the airport is too cumbersome. That is the reason that contributes to the current congestion situation."

"This is a useful measure, closely following the current situation. It is time to publicize the number of passengers entering and leaving the airport so that the government can use that data to conduct a survey to expand the airport. Paying fees is necessary to develop infrastructure, avoid causing disorder and creating a bad image in the eyes of international friends," said Mr. Ngoc Khanh frankly.

Regarding the legal problems caused by Decision No. 19/2020 of the Government and Circular 45/2021 of the Ministry of Transport only allowing traffic accounts to pay road use fees, not airport entrance fees, many investors hope that this will be resolved soon so that ETC airport toll collection can be implemented as soon as possible.

"It is necessary to quickly implement ETC collection because it brings many benefits to both the government and users. People do not have to queue and avoid congestion when moving to the airport. The government saves human resources and makes management convenient. I hope that relevant agencies will soon remove obstacles in collecting fees for vehicles entering the airport according to ETC," said Mr. Hoang Lan.

"I agree with the automatic ETC fee collection, it is transparent, reduces operating costs, and does not cause congestion. But each service using a separate account will be troublesome and confusing. It should be unified. The authorities need to allow the vehicle owner's fee collection account to pay for all services such as road fees, parking fees, airport and seaport fees... This will be very convenient for both users and management agencies," said Mr. Le Huy.

To be honest, manual collection is both costly and ineffective. ETC collection should be implemented like on highways, which will make people feel more comfortable and convenient. Management will also be much stricter.
