Speaking at the opening of the session, the National Assembly Chairman said that it is expected that 10 draft laws will be submitted to the National Assembly for initial comments at the 7th Session. So far, based on the results and progress of preparation, the National Assembly Standing Committee has only had enough documents to consider 5 draft laws in this specialized legal session. Specifically, the amended and supplemented laws include the Law on Notarization, the Law on Trade Unions, the Law on Prevention and Combat of Human Trafficking, and the Law on Management and Use of Weapons, Explosives and Support Tools.
For the first time, the National Assembly Standing Committee will review and comment on the draft Law on People's Air Defense. This is a completely new draft Law to institutionalize the Party's viewpoints and policies on the strategy to protect the Fatherland in the new situation, approved by Resolution 44/2023 of the 8th Central Conference of the 13th tenure.
The National Assembly Chairman emphasized that these draft laws must generally go through the process of review, comment, and approval at two sessions. Regarding the Draft Law on Management and Use of Weapons, Explosives, and Support Tools, according to the resolution of the National Assembly Standing Committee, if the draft law is well prepared and has high consensus after discussion, the National Assembly Standing Committee will coordinate with the Government to submit it for approval at the 7th Session according to the 1-session process. The National Assembly Chairman suggested that if the draft law is well prepared and has high consensus, it can be approved at the 7th Session.
The next group of issues is the National Assembly Standing Committee giving its opinion on the Draft Resolution of the National Assembly Standing Committee on job positions for full-time National Assembly deputies working at the Central level, and officials and civil servants under the management authority of the National Assembly Standing Committee.
The National Assembly Chairman emphasized that from July 1, 2024, salary policy reform will be implemented. The basic content of this reform is to pay salaries according to job positions, positions and titles of leaders. In order to build a salary scale system, it is important to build job positions.
The National Assembly Chairman also added that the National Assembly Standing Committee considers issuing this resolution as a basis for developing a salary scale applicable to full-time National Assembly deputies working at the Central level, officials under the management authority of the National Assembly Standing Committee, the National Assembly Office, the Institute for Legislative Studies, the Supreme People's Court, the Supreme People's Procuracy and the State Audit.
“The scope is quite broad. The process of building job positions from 2021 has been basically completed by agencies and units. However, from now until July 1, there are only 3 months left to complete. This is extremely important,” emphasized National Assembly Chairman Vuong Dinh Hue.
According to the National Assembly Chairman, after this specialized legal session, the National Assembly Standing Committee plans to meet again in April and May to consider a number of draft laws and draft resolutions of the National Assembly, in addition to regular sessions.
The National Assembly Chairman requested the National Assembly Secretary General, together with the Ethnic Council and committees, to strengthen coordination with the submitting agency to soon have documents available for the sessions, as time is running out.
