According to the special correspondent of VNA, on the morning of October 31, within the framework of the official visit to the State of Qatar, after the official welcoming ceremony held solemnly at the Royal Palace, Prime Minister Pham Minh Chinh held talks and in-depth exchanges with Qatari Prime Minister Sheikh Mohamed bin Abdurahman Al Thani.

Qatari Prime Minister Sheikh Mohamed bin Abdurahman Al Thani welcomed and affirmed that Prime Minister Pham Minh Chinh's official visit to Qatar is an important milestone, creating momentum to promote the friendship and multifaceted cooperation between the two countries to a new, deeper and broader stage.
The Qatari Prime Minister expressed his admiration for the brave and heroic history of the Vietnamese people in the past as well as the important and proud results that Vietnam has achieved in the cause of national economic and social construction and development today.
Prime Minister Pham Minh Chinh congratulated Qatar on successfully organizing major international events such as the 2022 World Cup finals and recently the 3rd Economic Dialogue Partnership (ACD) Summit, contributing to enhancing Qatar's role, position and voice in the region and the world.
Prime Minister Pham Minh Chinh highly appreciated the vision, thinking, governance and development methods of Qatar and wished to further promote the Vietnam-Qatar cooperation relationship in the coming time, for the benefit of the people of the two countries.

In an open and sincere atmosphere, the two Prime Ministers affirmed their respect for the role and position of each country in each region; and expressed their delight at the positive progress in bilateral relations over the past 30 years. However, the two leaders said that economic and trade relations are not yet commensurate with the good political relations as well as the potential and competitive advantages of each country.
Agreeing that the Vietnam-Qatar relationship has entered a new, deeper and more comprehensive phase, in order to meet the needs and exploit the potential for cooperation between the two countries, the two Prime Ministers discussed and agreed to soon elevate the bilateral relationship to a new level. To achieve this goal, the two sides agreed to continue exchanging delegations at all levels, especially at the high level.
On this occasion, Prime Minister Pham Minh Chinh conveyed the invitation of General Secretary To Lam and President Luong Cuong to the Emir Sheikh Tamim bin Hamad Al Thani; and the invitation of National Assembly Chairman Tran Thanh Man to the Chairman of the Qatari Parliament Hassan bin Abdulla Al-Ghanim to visit Vietnam. The Qatari Prime Minister sincerely thanked him and said that the Emir of Qatar would arrange to visit Vietnam soon. Prime Minister Pham Minh Chinh respectfully invited Qatari Prime Minister Mohamed bin Abdurahman Al Thani to visit Vietnam soon. Prime Minister Mohamed bin Abdurahman Al Thani thanked him and happily accepted the invitation.
The two sides agreed to identify economic, trade and investment cooperation as an important pillar in bilateral relations. The two sides agreed to coordinate, diversify and facilitate trade in each other's strengths such as agricultural products, seafood, footwear, textiles, etc. of Vietnam and energy and chemicals of Qatar.
Prime Minister Pham Minh Chinh proposed that Qatar support Vietnam in developing the Halal industry, especially sharing experiences and transferring technology, investing in production and processing, thereby contributing to ensuring food security for Qatar and contributing to increasing trade turnover between the two countries; studying and promoting negotiations on a bilateral Free Trade Agreement as well as between Vietnam and Qatar as well as between Vietnam and the Gulf Cooperation Council (GCC) in the coming time.

The two sides affirmed that Vietnam and Qatar still have a lot of potential for investment cooperation; agreed to closely coordinate and seek investment opportunities in areas of mutual interest. Prime Minister Pham Minh Chinh emphasized that Vietnam always values "time" and "intelligence", hoping that Qatari investment funds will further increase investment in Vietnam in the fields of strategic infrastructure, energy, seaports, agricultural and aquatic product production and processing, etc. Vietnam is committed to always supporting and creating all conditions for Qatari investment funds and enterprises to invest and do business conveniently, effectively and sustainably in Vietnam.
The two leaders agreed that security and defense, including cyber security, should become a pillar in key areas of bilateral cooperation in the coming time, contributing to maintaining the independence and sovereignty of each country and ensuring peace and stability in the region and the world. The two Prime Ministers also emphasized that information technology, digital transformation, green transformation, sustainable development, climate change, etc. are all important areas in which the two countries need to expand cooperation in the future.
The two leaders emphasized the importance of people-to-people exchanges through enhancing cooperation in culture, tourism, and education, thereby strengthening friendship and solidarity and facilitating the expansion of cooperation in other fields.
The Qatari Prime Minister agreed with Prime Minister Pham Minh Chinh's proposal to increase scholarships for more Vietnamese students to study and research in Qatar, while creating favorable conditions to receive more workers, especially highly skilled Vietnamese workers, to work in Qatar.
Prime Minister Pham Minh Chinh asked Qatar to facilitate the Vietnamese community living, studying and working in Qatar. The two sides will consider negotiating a visa exemption agreement for ordinary passport holders to facilitate travel between the two countries' people.
The two Prime Ministers discussed regional and international issues of mutual concern and agreed to cooperate closely at regional and international multilateral mechanisms such as the United Nations, ASEAN, and the Gulf Cooperation Council (GCC). The two sides also shared a common vision on resolving disputes by peaceful means, in accordance with international law and the United Nations Charter.
Prime Minister Pham Minh Chinh said Vietnam supports Qatar’s mediation efforts on the Palestine issue and promotes the two-state solution; and wishes to coordinate with Qatar in mediation activities, contributing to the common efforts to maintain peace, stability, cooperation and development in the region and the world.

Immediately after the talks, Prime Minister Pham Minh Chinh and Qatari Prime Minister and Foreign Minister Sheikh Mohamed bin Abdurahman Al Thani witnessed the signing ceremony of cooperation documents between ministries, branches and agencies of the two countries, including:
i) Protocol between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam amending the Agreement between the Government of the State of Qatar and the Government of the Socialist Republic of Vietnam on air transport signed on March 8, 2009;
ii) Memorandum of Understanding in the field of sports between the Government of the Socialist Republic of Vietnam and the Government of the State of Qatar;
iii) Memorandum of Understanding on cooperation in the legal field between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the State of Qatar;
iv) Memorandum of Understanding on cooperation between the Diplomatic Academy of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the Diplomatic Academy of the Ministry of Foreign Affairs of the State of Qatar.
Previously, on the occasion of the visit, the two sides' corporations and groups signed a Memorandum of Understanding between the State Capital Investment Corporation (SCIC) and the Qatar Investment Authority on investment cooperation and a Memorandum of Understanding between T&T Group Joint Stock Company and JTA International Investment and Consulting Company on strategic cooperation to jointly study the possibility of investing in the construction, management and operation of the Multi-purpose Sports Complex and Amusement Park Project.
