Agree with the breakthrough mechanisms for education and training development

Participating in the discussion, delegate Nguyen Thi Yen Nhi highly agreed on the necessity of issuing the two Resolutions which were specifically stated in the Government's Submission as well as in the Verification Report of the National Assembly Committees. In addition, delegate Nguyen Thi Yen Nhi directly and specifically contributed to the articles and clauses in the two draft Resolutions, specifically:

Regarding the Draft Resolution of the National Assembly on special and outstanding mechanisms and policies to make breakthroughs in education and training development, delegates expressed their agreement with the outstanding mechanisms stated in the Draft Resolution, and also contributed some additional opinions:

Article 2 of the Draft Resolution stipulates that vocational preferential allowances are implemented according to a roadmap for public preschool and general education institutions with a minimum level of 70% for teachers, 30% for staff and 100% for teachers working in areas with especially difficult socio-economic conditions, border areas, islands, ethnic minority areas, and mountainous areas.

Although the draft Resolution assigns the Government to provide detailed regulations and implementation instructions, according to the Delegate, in order to soon implement this policy regime, the Draft Resolution needs to stipulate a certain roadmap, specifically until 2030.

In Article 3 on cooperation in developing educational programs, Clause 1 stipulates that the Minister of Education and Training will decide on a set of general education textbooks for unified use nationwide from the 2026-2027 school year, and at the same time provide free textbooks to students until completion by 2030.

For localities with conditions, free textbooks will be implemented from the 2026-2027 school year. With the name of the law being cooperation in developing educational programs, the Delegate found that the content in Clause 1 is not really consistent with the name of the law.

Therefore, for this content, the Delegate suggested that it should be considered to include it in the scope of regulation of the Law amending and supplementing a number of articles of the Law on Education, which is also being submitted to the National Assembly at this Session, to both create a mechanism and policy for immediate implementation and ensure long-term stability.

Regarding support for learners and training of highly qualified human resources in Clause 1, Article 5, stipulates that learners in need are entitled to access preferential credit from the Policy Bank to cover their study and living expenses as committed. Delegates said that this policy has now been implemented, however, students must be from poor households, near-poor households or families facing difficulties due to natural disasters, fires, or serious illnesses to be eligible for credit loans.

The delegates proposed to expand the subjects eligible for credit loans because the cost of studying at university and postgraduate levels is quite high; therefore, the need for loans from students is real and growing. Expanding the subjects will create conditions for many families to be able to send their children to university or postgraduate study.

In Article 7 on ending the operation of the School Council for public educational institutions, the Delegate said that this content is not a special or outstanding mechanism or policy to make a breakthrough in education and training.

The current Law on Education already has provisions on School Councils, so if amendments are needed, they should be included in the Law amending and supplementing a number of articles of the Law on Education, and it is not necessary to stipulate them in this Draft Resolution. This Resolution should only focus on superior, specific and breakthrough mechanisms and policies to ensure focus and key points.

In Article 9 on implementation provisions, Clause 2 stipulates: In case there are different provisions on the same issue between this Resolution and another law or resolution of the National Assembly, the provisions of this Resolution shall apply.

Similar content also appears in the draft Resolution on breakthrough mechanisms and policies in the work of protecting, caring for and improving people's health. Delegates said that in recent times, there has been a situation of "inflation" of regulations in the direction: If there is any content of a law or resolution that is contrary to this document, the provisions of this document will apply.

Such a provision is inappropriate, the application of legal documents has been specifically regulated in the Law on Promulgation of Legal Documents. Therefore, the application of any document must comply with the provisions of specialized law, which is the Law on Promulgation of Legal Documents.

Research on expanding the scope of health insurance benefits

Regarding the Draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health, the Delegate agreed with the breakthrough mechanisms stated in the Draft Resolution, and also contributed a number of comments:

Article 2, Clause 2 stipulates the expansion of health care benefits and reduction of medical costs for people. Accordingly, from now until 2030, the policy of exempting hospital fees will be implemented according to a roadmap, in accordance with the conditions of economic and social development and the balance capacity of the Health Insurance Fund, and at the same time, there will be a roadmap to increase the level of health insurance contributions from 2027.

According to the delegate, this regulation shows that from 2027, the health insurance premium of the people will increase, in order to supplement resources for the Health Insurance Fund to gradually implement the policy of free hospital fees. However, the current premium for people who are not in the priority group is nearly 1.3 million VND/year.

Although increasing health insurance premiums is an inevitable trend, the Delegate suggested that when detailing this Resolution, the Government should carefully consider to ensure the increase is appropriate to people's ability to pay, avoiding sudden increases leading to difficulties in participating in health insurance.

Also in Clause 2, Article 2, the draft stipulates that from 2027, health insurance participants who are near-poor households and elderly people aged 75 or older who are receiving social pension benefits will enjoy 100% of medical examination and treatment costs within the scope of health insurance benefits.

This is a very humane regulation, helping the vulnerable not have to pay together in the context of many difficulties in the disease. However, from the practice of contacting voters in the past time, voters have reflected a lot on the scope of health insurance benefits.

The delegates suggested that the Government study and gradually expand this scope. Currently, many types of medical supplies and treatment drugs are not on the list of covered drugs, forcing patients to buy them themselves, leading to actual treatment costs still being high even though people have joined health insurance.

Therefore, the Delegate proposed that in addition to gradually reducing the co-payment rate, it is necessary to simultaneously expand the scope of health insurance benefits, ensuring real benefits for people when examining and treating diseases.

In Article 4 regarding specialized and specialized training in the health sector, the Draft stipulates specialized and specialized training but only explains the terminology, only stipulates that the Ministry of Health is responsible for state management of specialized and specialized training in the health sector. Therefore, the Delegate suggested that the drafting agency study and supplement regulations on specific, outstanding policies to attract and develop high-quality human resources for the health sector.
