Effective use of non-governmental aid

In 2024, the Provincial People's Committee gave opinions on extending, amending, converting, and supplementing the operating areas for 10 foreign non -governmental organizations (NGOs) from countries and territories including the Netherlands, UK, USA, France, and Taiwan. To date, there are 16 organizations registered to operate locally in the province.

Operate legally

In 2024, there are 4 new projects completing approval procedures (according to Decree 80/2020/ND-CP of the Government on management and use of non-refundable aid not belonging to official development assistance of foreign agencies, organizations and individuals for Vietnam), the total committed value of the entire project (5 years) is estimated at 1.8 million USD.

Non-governmental organizations operating in Tay Ninh province are all instructed to comply with regulations. No non-governmental organizations have been found to be involved in national security activities.

Coordination between sectors and units in the appraisal and proposal of opinions on receiving, extending and supplementing licenses is increasingly close, basically meeting the requirements of the work tasks.

Projects funded by foreign non-governmental organizations are effective and meet practical social needs. This contributes to improving the lives of people in areas with difficult socio-economic conditions in the province.

Provincial departments, branches, sectors, and socio-political organizations have coordinated and exchanged information related to mobilizing foreign aid, as well as receiving and managing aid sources in accordance with regulations.

However, the evaluation and monitoring of projects funded by NGOs have not been conducted regularly, and the actual effectiveness of the projects has not been accurately assessed to detect aspects that need to be promoted and limitations that need to be overcome.

Aid recipients and NGOs have not proactively complied with the regular reporting regime and after the completion of projects as prescribed, causing difficulties for focal agencies in monitoring, managing and evaluating the effectiveness of projects. Currently, many organizations have narrowed their areas, finances and fields of operation, affecting the calling for and attracting aid to the province.

Facilitate project implementation

The work of mobilizing and receiving PCPNN has always been of interest to the Standing Committee of the Provincial Party Committee. The Party Committee of the Provincial People's Committee has directed functional agencies to create all favorable conditions for organizations to implement projects locally.

The work of urging, inspecting and supervising the implementation of projects of NGOs is carried out according to plan. Non-governmental projects implemented in the province in recent times, most of them are of small value, focusing on the fields of health, education and social security. Although the aid value is still low, it has contributed to the local government to gradually overcome difficulties and stabilize the lives of some people who benefit from the project.

Work for Vietnamese people abroad

According to statistics, there are currently about 7,000 Tay Ninh people residing and living abroad. Tay Ninh people are concentrated in the United States, Australia, Taiwan (China), Canada, and South Korea.

Most overseas Vietnamese have stable lives abroad. Every year, more than 3,000 Tay Ninh people living abroad return to visit their homeland. Many successful people return to invest, do business, and participate in social charity activities, contributing to the development of their homeland.

Currently, in the province, there is 1 foreign investment project of overseas Vietnamese implemented in Linh Trung III Export Processing and Industrial Zone, Trang Bang town.

Every year, on the occasion of Lunar New Year, the Standing Committee of the Vietnam Fatherland Front of the province coordinates with the Provincial People's Committee to organize a meeting with overseas Vietnamese. In 2024, the province will establish delegations to visit families and give gifts to overseas Vietnamese on the occasion of the Lunar New Year of Giap Thin (instead of the annual meeting with overseas Vietnamese). This is a new feature, demonstrating the concern of our Party and State for overseas Vietnamese as well as strengthening the emotional relationship between the people in the province and overseas Vietnamese living far from the Fatherland.

The Provincial Party Committee and Provincial People's Committee have paid attention to the policy for overseas Vietnamese, directing the sectors and levels to receive and resolve it in a public, transparent and shortened manner. The province always accompanies overseas Vietnamese businesses to remove obstacles and difficulties in investment and business in the province.

Economic diplomacy

The Standing Committee of the Provincial Party Committee led the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to issue a program to promote investment - trade - tourism in Tay Ninh province in 2024. The results of the province's import and export turnover are as follows:

Export value reached 5,427.36 million USD, up 12.37% over the same period in 2023 and reaching 84.43% of the annual plan. Import value reached 4,703.60 million USD, up 13.15% over the same period in 2023 and reaching 81.54% of the annual plan.

In 2024, the province's FDI attraction is estimated to reach 280 million USD, equal to 42.9% over the same period.

There are currently 384 valid foreign investment projects in the province, with a registered capital of 9,955 million USD (246 projects are in operation with a capital of 7,919 million USD). Of these, 347 projects are from Asia, with a total registered capital of 9,000 million USD; 19 projects are from Europe, with a total registered capital of 702.5 million USD; 17 projects are from North America, with a total registered capital of 428.5 million USD; 6 projects are from Africa, with a total registered capital of 181.3 million USD; 9 projects are from Oceania, with a total registered capital of 60.7 million USD. The country with the largest FDI investment is China (including Hong Kong and Taiwan) with 235 projects, with a total registered capital of 6,907 million USD.

Tay Ninh has attracted large-scale FDI projects with advanced technology, creating jobs for many local workers. FDI projects focus on the fields of processing, manufacturing, textiles, and rubber industries.

In 2023, Tay Ninh will implement 3 projects using ODA capital, specifically:

Tay Ninh City Wastewater Collection and Treatment System Project: Total capital plan for 2023 is 160.22 billion VND, of which ODA capital (granted) is 111.980 billion VND, re-loan capital (local budget deficit) is 33.240 billion VND, counterpart capital is 15 billion VND.

Project to strengthen land management and land database in Tay Ninh province: Total capital plan for 2023 is 24,237 billion VND, of which ODA capital (allocated) is 12,904 billion VND, re-lending capital (local budget deficit) is 9 billion VND, counterpart capital is 3,143 billion VND.

Project to develop urban areas along the extended Mekong sub-region corridor in Moc Bai, Tay Ninh: Total planned capital for 2023 is 60,798 billion VND. Of which, ODA capital (disbursement) is 37,398 billion VND, re-lending capital (local budget deficit) is 20,76 billion VND, counterpart capital is 2,64 billion VND.

In 2024, the province was assigned a public investment plan - foreign capital of 79.17 billion VND to implement the Wastewater Collection and Treatment System Project of Tay Ninh City, including: local budget deficit capital (re-loan capital) of 11.1 billion VND assigned from the beginning of 2024 and ODA capital (granted capital) of 68.07 billion VND assigned by the Prime Minister in Decision No. 1306/QD-TTG dated November 1, 2024, the remaining two projects were completed in 2023.
