With the spirit of "people are the center of all innovation and development", Quang Ninh province has implemented the new rural construction program with drastic, synchronous and effective strategies and solutions. In particular, the province always focuses on doing well right from the information, propaganda, mobilization and explanation steps so that each person clearly understands their role and responsibility in implementing the general policy, thereby creating consensus and high support. When people express their satisfaction or dissatisfaction, this shows that people have really learned and understood their rights and responsibilities towards the new rural construction program.
For example, in implementing the criteria on infrastructure, the province has prioritized the effective allocation of budget capital, while enhancing the skillful mobilization of people associated with promoting democracy at the grassroots level, mobilizing the active participation of all classes of people. Thanks to the participation of people in contributing labor, money, land, trees and crops, etc., the appearance of rural and mountainous areas of the province has been completely changed. Electricity projects, roads, schools, stations, cultural houses, commercial markets and many other infrastructure projects serving production and people's lives have all received investment attention, contributing to significantly improving the quality of life.
Or as in the economic criteria group, Quang Ninh has been very successful in increasing the average income per capita in rural areas of the whole province, currently reaching 84.14 million VND/person/year, more than 2 times higher than in 2010. It can be affirmed that this result is thanks to Quang Ninh's good work in supporting and encouraging farmers to get rich on their homeland. The connection between farmers, businesses, scientists, and the state is increasingly effective, constantly promoting agricultural production to develop according to high specialization, increasing the value of agricultural products... Since the end of 2023, the whole province has no more poor households according to the multidimensional poverty standards of the Government prescribed in Decree No. 07/2021/ND-CP (January 27, 2021); that is, "finishing" 3 years ahead of schedule the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
It can be seen that regardless of the criteria, from planning, infrastructure, production organization, or culture, environment, security... the role of the people is always emphasized. Therefore, the results of building the new rural area not only reflect the efforts of the Party Committee and the government but also include the intelligence, efforts and contributions of all classes of people. Satisfaction is built and nurtured from there, when people in rural and mountainous areas enjoy the results of inclusive development, and their legitimate wishes and aspirations are met.
Notably, in the period of 2021-2025, people's satisfaction has become one of the mandatory "procedures" to complete the dossier for recognition of new rural districts and advanced new rural districts. Specifically, according to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister , new rural districts must have a satisfaction rate of local people with the results of new rural construction of the district reaching 90% or higher; in which the satisfaction rate of people in each commune with the results of implementing each new rural construction content reaching 80% or higher. Advanced new rural districts must have a satisfaction rate of local people with the results of building advanced new rural districts reaching 95% or higher. In which the satisfaction rate of people in each commune with the results of implementing each advanced new rural construction content reaching 85% or higher.
The collection of people's opinions on the results of new rural construction is carried out by the Vietnam Fatherland Front (according to Instruction No. 122/HD-MTTW-BTT, dated January 16, 2019 of the Central Committee of the Vietnam Fatherland Front). The results of the assessment of people's satisfaction are publicly posted at cultural houses or community centers in residential areas. In case the satisfaction rate is low, the Vietnam Fatherland Front at all levels will issue a document requesting to stop recognizing the results of new rural construction of the locality. At the same time, propose contents that need to be directed, focusing on improving quality to meet the legitimate aspirations of the people.
Thanks to that, before the implementation of the 2-level local government, Quang Ninh province had 13/13 district-level units meeting the NTM standards and 5 districts meeting the advanced NTM standards; 54 communes meeting the advanced NTM standards and 25 communes meeting the model NTM standards. From July 1, 2025, implementing the arrangement of commune-level administrative units, Quang Ninh reduced from 171 communes and wards to 54 new administrative units. The fact that the space and development motivation have many innovations also pose significant challenges to maintain and improve the NTM criteria of localities. It is believed that, with appropriate orientations and solutions, continuing to take people's satisfaction as the "compass" will help bring new sustainable values to the province's NTM.
