Hamlet 7, Xuan Hong commune is easily impressive because of the obvious innovation: 5-7m wide concrete roads, planted with flowers, trees, flags, and security cameras; the cultural house campus is nearly 4,000m² with full playground, sports equipment, internet; this facility is all from the contributions of the people.
Mr. Pham Van Phu, a resident of the hamlet, shared: "Every afternoon, the hamlet's cultural house is crowded. The elderly walk, young people play soccer, children play. This cultural space helps people become more optimistic and live more closely together."
Learning about the model and method of doing things in Hamlet 7, Xuan Hong Commune, we were told by comrade Truong Van Tam - Secretary of the Hamlet Party Cell: Everything is done by the people. All the activities and movements that the hamlet carries out are supported by the people. From building clean houses, beautiful gardens, beautiful roads, to donating land to open roads, contributing money to build concrete roads, flag roads, lighting lines, building cultural houses, etc., the people discuss and do it themselves. The awareness of maintaining environmental hygiene and beautifying the rural landscape has become a daily awareness of each household. Hamlet 7 has now been successfully built and has been recognized by the People's Committee of Nam Dan District as a "bright - green - clean - beautiful" hamlet.
In Nam Kim commune, the mark of people's strength is even clearer. Comrade Trinh Xuan Hung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nam Kim commune said: People directly discussed the method of doing and also contributed their efforts and money to improve rural infrastructure, cultural facilities, develop household economy , preserve cultural identity and protect the living environment.
In Nam Kim commune, people donated thousands of square meters of land and demolished thousands of meters of fences, gates, and auxiliary structures, contributing tens of billions of VND to expand and concrete more than 40 km of roads. This shows the great strength of the people. In particular, many households also contributed 30 - 40 million VND to support poor families to rebuild gates and fences after donating land.
In Nam Giang commune, the new rural construction movement has spread strongly. Not only have people contributed their efforts and money to create sustainable new rural projects, but the rows of pearl necklaces, flower pots, stone fences, wall murals, flagpole systems, lighting systems, etc. are all taken care of by the people every day.
Comrade Nguyen Cong Phu - Vice Chairman of the Commune People's Committee said: "Nam Giang people no longer rely on the State. They proactively change their thinking, change crops and occupations to increase their income and voluntarily improve the place where they live."
A spectacular breakthrough thanks to the people's strength in Nam Linh commune when the goal was set to reach the advanced new rural area by 2023; however, after review, the traffic criterion was identified as a "bottleneck" that is difficult to untie because it requires a huge investment resource, while the local budget is still limited. But instead of waiting, Nam Linh commune chose to "go by the people's strength, do by faith".
With great determination, Nam Linh commune has established 3 "skillful mass mobilization" teams, in particular, assigned comrades in the Party Standing Committee to directly act as team leaders, closely following the area, going to each house to listen, persuade and mobilize the people. Persistently implementing the motto "slow and steady wins the race", when the people do not agree, continue to explain, dialogue, do not give up.
The results were truly impressive, 157 households of Nam Linh commune voluntarily donated nearly 2,000m² of land, dismantled more than 2.6 km of fences, 27 auxiliary works, and contributed up to 11 billion VND - a convincing number for the spirit of "for the village, for the homeland" of the people. Thanks to that, the commune completed the construction of 13.5 km of spacious and modern rural roads in 1 year. From a commune that finished at the bottom of the district's new rural area, Nam Linh became a typical advanced new rural commune of Nam Dan district, mainly by the people's strength.
Within 7 years of building advanced new rural areas and model new rural areas (2017 - 2024), Nam Dan district mobilized people to contribute nearly 298 billion VND; donated 42,368 m2 of land, dismantled 28,980 m2 of fences and contributed more than 61,250 working days.
It is worth mentioning that many people have contributed billions of VND to build cultural, traffic and religious works. Typically, the family of Mr. Le Nam Khanh (a native of Kim Lien commune) supported 5 billion VND to build the Dai Dong hamlet Cultural House; the family of Mr. Vuong Dao Vinh (Khanh Son commune) supported 2 billion VND to build roads, village gates and cemeteries; the family of Mrs. Nguyen Thi Thanh Lam (Nam Kim commune) contributed 2.1 billion VND to build a martyrs cemetery and upgrade Lo pagoda; the family of Mr. Nguyen Giang Vo (a native of Nam Linh commune) supported 2.5 billion VND to build roads...
Lessons in mobilizing people's strength
From the lesson of mobilizing people's strength, Nam Dan district today is wearing a new look. Not only is the landscape and environment beautiful, but it has really changed the quality of people's lives. In particular, the people's trust in the Party Committee and the government has created the strength for the district to be recognized as meeting advanced new rural standards in 2024, and at the same time, completing 40/42 contents on the criteria of a model new rural district in the direction of developing culture associated with tourism .
People's strength is considered a sustainable resource in building a model new rural area in Nam Dan district. Sharing the lesson of mobilizing people's strength to participate in building new rural areas, comrade Bien Van Trung - Member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the District Party Committee, Director of the Political Center of Nam Dan district emphasized: In the process of implementing the new rural area building program; Party committees and authorities from the district to the grassroots level always put the right role of the people as the main subject and the motto "People know, people discuss, people do, people inspect and people benefit" is the "compass" for all activities implemented at the grassroots level.
Nam Dan district focuses on doing a good job of mass mobilization, promoting democracy and building trust through publicity and transparency of activities from the grassroots. The Party Committee and government organize direct dialogues with the people to resolve problems and difficulties.
The district has also been very creative in organizing emulation movements from the grassroots, implementing the construction and replication of models such as: "bright, green, clean, beautiful hamlets and blocks" model, "bright, green, clean, beautiful, safe, friendly schools"; building model roads, model residential areas, model gardens, new rural standard gardens... No organization or individual is left out - from cadres, party members to people, all join hands for a livable Nam Dan.
In the orientation and goal of building a new model rural area of Nam Dan district in the direction of developing culture and tourism, the "key" factor is still the people - the center of all development. People's strength is not only the source of financial contribution, land or working days, but also the belief, self-awareness, solidarity and responsibility of each Nam Dan resident.
The people's strength has been, is and will continue to be the sustainable foundation for localities in Nam Dan district to strive to build a model new countryside - a model in terms of content, form, cultural depth and people in a new administrative organization model.
