In order to sustainably develop the citrus growing area, Cao Phong district authorities coordinated with relevant units to implement the "Project on Replanting Citrus Fruit Trees in Cao Phong District for the period 2021 - 2025" with an estimated area of about 42 hectares in 2024, from which to build a model field for replication.

Households contracted to grow bananas at Bac Phong team (Cao Phong) to improve the land and create a good income.
Cao Phong is the capital of the orange region of the province. In the period of 2010 - 2016, orange trees helped Cao Phong people change their lives, earning billions of VND/ha, many households became billionaires from growing oranges. However, in recent years, due to the rapid growth of orange acreage, the consumption market has encountered difficulties, especially when the cycle needs to be renovated to create new stable development. Following the direction of the province, the People's Committee of Cao Phong district has developed Plan No. 65/KH-UBND on the implementation of the "Project to replant citrus fruit trees in Cao Phong district in the period of 2021 - 2025". Accordingly, focusing on replanting orange and tangerine trees on a scale of about 1,500 hectares, planting 670/1,500 hectares with new varieties and proper orange care procedures from the soil treatment stage. Based on the proposal of Cao Phong district and localities, the Provincial People's Council issued a Resolution on the level of support for the implementation of the Citrus Replanting Project for the period 2021-2025. The Provincial People's Council approved the policy of supporting seedlings for the area of orange replanting in Cao Phong district until 2025, with a support level of 100% of the cost of purchasing disease-free seedlings that meet national standards.
Comrade Bui Van Hung, an officer of the Department of Agriculture and Rural Development of Cao Phong district, said: Implementing Resolution No. 237/2023/NQ-HDND dated April 7, 2023 of the Provincial People's Council on Regulations on policies to support seedlings for replanting orange trees in Cao Phong district, period 2023 - 2025 and the direction of the Provincial People's Committee on guiding the implementation of Resolution No. 237/2023/NQ-HDND, the District People's Committee has reviewed and synthesized the area of replanting orange trees in the district in 2024. Up to now, in the area, there is a unit, Cao Phong Hoa Binh One Member Co., Ltd., that has registered the area for replanting in 2024.
Based on the proposal of the Cao Phong District People's Committee, the Department of Agriculture and Rural Development has directed the Department of Crop Production and Plant Protection to conduct field inspections of the area of households registering for support for seedlings to replant orange trees in Cao Phong District in 2024. The total number of households registering for seed support is 115 households. The total area registered for seed support is 42.306 hectares, including: Bac Phong team, Tay Phong team under Cao Phong Hoa Binh Company Limited. Regarding seed types, Bac Phong team registered an area of 24.558 hectares, requesting support for the yellow-heart orange variety (CS1 orange): Tay Phong team registered 17.748 hectares, requesting support for the Canh tangerine variety (Canh orange). Through inspection, the registered area of households is concentrated in contiguous areas, with a uniform variety of 1 type/area, meeting the requirements of the project and the province's seedling support policy. The Department of Agriculture and Rural Development requests the People's Committee of Cao Phong district to direct specialized agencies to carry out the steps according to the instructions in Official Dispatch No. 1238/UBND-KTN, dated July 31, 2023 of the Provincial People's Committee on instructions for implementing Resolution No. 237/2023/NQ-HDND, and submit to competent authorities for approval.
Along with directing specialized agencies to implement the Orange Replanting Project, Cao Phong district encourages people to promote the application of science and technology in production according to VietGAP and GlobalGAP safety standards in the orange care and processing process; persistently produce in a green and clean direction, using organic fertilizers and microbial pesticides; strengthen linkages, processing and consumption of products.
Mr. Ha Ngoc Tuyen, Director of Cao Phong Hoa Binh Company Limited, said: In fact, the awareness of orange growers has changed a lot. Many households focus on improving the land and producing according to safety standards. When oranges are no longer of exploitation age and enter the degenerative cycle, many households proactively convert the area to banana cultivation, and after a while, they start converting this area to orange cultivation to carry out the land improvement process. Growing oranges requires investment in both resources and mastering the processes from selecting varieties, improving the land to caring works according to new safety standards to be highly effective and sustainable. Replanting orange trees is extremely necessary, because according to the orange tree cycle, when the time comes for degeneration, the productivity and quality do not meet the requirements. The area managed by the company is about 600 hectares, of which the old orange area is more than 200 hectares, the orange area is more than 200 hectares in the business period, the remaining area is mainly bananas to improve the land and have additional income. Implementing the citrus replanting project, the company reviewed the area, calculated the replanting needs, and selected 13 hectares in Bac Phong team to prepare for planting.
The Director of Cao Phong Hoa Binh Company Limited added: In Cao Phong, up to now, there has been no crop that can replace orange trees and bring about the same efficiency as orange trees. In the process of replanting, it is necessary to coordinate synchronously, implement quickly and promptly so that the policy can soon be effective.
