Railway traffic accidents decreased simultaneously in all three main criteria.

On December 19, at the headquarters of Vietnam Railways Corporation , a conference was held to review and evaluate the implementation of coordination regulation 238 between Vietnam Railways Corporation, the Traffic Police Department, the Police Department for Administrative Management and Social Order, and the General Department of Railways, to improve the capacity to ensure order and safety of railway traffic.

The report on the results of implementing the coordination regulations in ensuring railway traffic order and safety in 2024, and the key tasks in 2025, stated that in 2024, railway traffic safety in general had positive changes, railway traffic accidents and incidents were controlled and reduced compared to the same period. Social order and safety were basically maintained, violations of the law were detected and prevented in a timely manner. In particular, the situation of railway traffic accidents decreased in all three criteria: The number of accidents decreased by 4%, the number of deaths decreased by 12%, and the number of injuries decreased by 13% compared to the same period.

However, security, order and railway traffic safety still have limitations, and are complicated and unpredictable at some times. Coordination with local authorities on the management of corridors, railway protection areas and self-opened paths is still ineffective. The situation of throwing rocks and soil onto trains, stealing railway accessories and materials, and passengers carrying prohibited goods on trains has not been completely prevented.

Regarding the direction and tasks for 2025, the leaders of the four units agreed to coordinate to continue implementing Directive No. 23-CT/TW dated May 25, 2023 of the Secretariat on strengthening the Party's direction on ensuring traffic order and safety in the new situation, continuing to effectively implement Directive No. 25/2007/CT-TTg dated November 15, 2007 of the Prime Minister on counter-terrorism in the new situation; Resolution No. 48/2022/CQ-CP dated April 5, 2022 of the Government on strengthening traffic order and safety and preventing traffic congestion in the period of 2022 - 2025; direct the self-defense forces and security units to coordinate in implementing anti-terrorism plans of the police and military forces in the locality, especially at international transit stations, border stations, and international transit trains. The Standing Committee of the parties also emphasized that in order for coordination to be more effective, the organization and implementation must be carried out closely, clearly stating the leading unit and coordinating unit, with specific goals and tasks, and reviewing the provisions of the law to have a basis for handling and improving the effectiveness of deterrence and education .

The conference to review 5 years of implementing Regulation No. 238/QC-LN is expected to take place in the first quarter of 2025.
