Why has Hai Duong province's public investment disbursement not been achieved?

According to the report of the Department of Finance of Hai Duong province, by April 30, 2025, the disbursement of public investment capital in the area was more than 2,400 billion VND, reaching 23.6% of the total capital plan for the year. Specifically, provincial-level projects have disbursed over 1,400 billion VND, and district and commune-level projects have disbursed over 1,000 billion VND.

Concluding this content, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau requested agencies to seriously learn from experience and have a plan to immediately overcome the situation of not completing the disbursement plan. In particular, investors and People's Committees of districts, towns and cities are required to review and develop detailed plans, including speeding up investment preparation, project approval and design to ensure progress according to the proposed Scenario Plan.

Regarding the province's projects, the leaders of Hai Duong Provincial People's Committee requested the Provincial Construction Investment Project Management Board to complete the approval of 17 projects in the second quarter; complete the appraisal and approval of detailed designs of 14 projects in the second quarter; and develop a progress plan to start construction of 36 projects in 2025. The Provincial Construction Investment Project Management Board, investors, and localities must assign leaders and staff to be responsible for the progress of each project and update the progress regularly.

The Chairman of the People's Committee of Hai Duong province also assigned the Provincial Investment and Construction Project Management Board to develop a plan to accelerate investment preparation progress to start construction of a number of large and important projects before August 20, 2025 to celebrate the 80th anniversary of National Day September 2; in which some projects are noted: Thai Binh River Overpass, Martyrs' Temple and Cultural Park, Provincial General Hospital...

For projects that are slow in site clearance, the Chairman of Hai Duong province requested the People's Committees of districts and cities: Cam Giang, Thanh Ha, Chi Linh to focus on propaganda, mobilization and implementation of site clearance for 5 projects that are behind schedule and hand them over to investors before June 15, 2025. Proactively develop plans for compulsory land recovery in accordance with the correct procedures and regulations of the law.

The remaining localities focus on speeding up site clearance for 26 projects of the province, to be completed before June 30, 2025.

The leaders of Hai Duong Provincial People's Committee also requested agencies and units to periodically report to the Provincial People's Committee on difficulties and problems and propose recommendations to complete the site handover plan according to the disbursement schedule of each project before the 15th and 28th of each month. Coordinate with the Provincial People's Committee Office to update data in the software to monitor the implementation progress.
