On the afternoon of May 5, responding to VTC News, Mr. Hoang Ngoc Ha, Deputy Director of Nam Dinh General Hospital, said that the unit temporarily suspended 5 doctors and nurses related to the shift on duty on May 3, to verify and clarify the incident where people accused them of "having to pay full money for emergency treatment".
"We continue to verify and coordinate with the Internal Political Security Department of Nam Dinh Provincial Police to clarify further issues," said the leader of Nam Dinh General Hospital.
The provincial general hospital has accepted responsibility for the incident.
According to the hospital's verification results (up to 8:00 a.m. on May 5), at 4:03 p.m. on May 3, the hospital received MTA (4 years old) who had a traffic accident. The child was brought in by 2 other people (not his parents).
The boy was admitted to the hospital in a conscious state, crying, pulse: 140 times/minute, breathing rate 20 times/minute, pink mucous membranes. The patient had no bleeding wounds, abrasions in the left lower abdomen, and abrasions on the right elbow.
The patient was examined at the Orthopedic Emergency Clinic and the General Surgery Emergency Clinic. The doctor initially diagnosed multiple injuries: Chest and abdominal trauma due to a traffic accident. The child was ordered the following tests: abdominal CT-Scanner, chest CT-Scanner, chest X-ray, abdominal ultrasound, and blood tests.
After performing paraclinical tests, the patient was diagnosed with multiple injuries: closed chest trauma, closed abdominal trauma due to traffic accident. The patient continued to receive emergency treatment, resuscitation, intravenous fluids, and pain relief.
Regarding the handling of administrative procedures for examination and emergency care of MTA pediatric patients, according to the report, at the time of admission, the child was examined immediately even though he had not registered. During the examination, the child was assigned paraclinical tests and treatment, and the person who brought the patient paid an advance of 500,000 VND.
Hospital staff perform administrative procedures on the hospital management software system so that patients do not have to pay additional deposits. Medical staff communicate with each other to perform administrative procedures for patients. The communication process between medical staff is as follows:

Regarding this content, the Deputy Director of Nam Dinh General Hospital said that the medical staff who had the above conversation was among the 5 people who had just been temporarily suspended.
The boy is currently being treated at the National Children's Hospital.

Specifically, through the media and public opinion, it is shown that some units and localities have the mindset of neglecting their duties, avoiding responsibility, loosening management, and in some cases showing indifference and apathy towards the people. The document clearly states that there must be absolutely no violations related to management tasks, especially in some areas such as the health sector and local authorities directing medical facilities to improve the quality of medical examination and treatment for the people. The document of the People's Committee of Nam Dinh province affirms that the heads of agencies, units and localities must be responsible before the Provincial Party Committee, the Provincial People's Committee, the Chairman of the Provincial People's Committee, superiors and before the law if violations occur in the sectors, fields and areas under their management. |
