During the above suspension period, people and tourists traveling to Cat Ba Island will travel by waterway passenger transport, Tuan Chau - Gia Luan ferry or cable car.
The Department of Construction, depending on the actual traffic situation at Dong Bai ferry, proactively coordinates with the City Police to flexibly regulate vehicles passing through Dong Bai ferry on specific days.
The Department of Construction directed relevant units to inspect the quality of old ferries. If they ensure safe operating conditions, there will be a backup plan to add about 3 more ferries to serve residents and tourists in case of a sudden increase in tourists.
Units directly managing and operating watercraft proactively work with Hai Phong Maritime Port Authority and relevant authorities to operate overtime (if necessary) on peak days, ensuring absolute safety and compliance with legal regulations.
The City Police Department directs functional forces to coordinate with the Police of Dong Bai and Phu Long communes; the Department of Construction Inspectorate (when there is no more Department Inspectorate, it will be replaced by specialized inspection forces under the City Inspectorate) and the unit directly managing ferries and high-speed trains, along with related units, to organize traffic regulation and flow to minimize traffic congestion through Dong Bai ferry.
Hai Phong City People's Committee requested Cat Ba Sun Limited Company to prepare the best conditions for parking for tourists at parking lots managed by the Company; prepare means of transport such as cable cars, high-speed trains, electric cars to transport people and tourists in absolute safety, with reasonable ticket prices.
According to statistics from the Waterway Traffic Assurance Joint Stock Company, during the 5-day holiday from April 30 to May 1, 2024, 16,654 vehicles passed through Cai Vieng ferry; it is forecasted that during the holiday from April 30 to May 1, 2025 and the weekends of the 2025 tourist season, the number of people and vehicles passing through the ferry will increase from 1.5 to 2 times due to some new factors such as: the wharf has added 5 new ferries to ensure quality, cleanliness, and beauty; Sun Group Corporation organizes many recreational activities in Cat Ba island area.
According to the People's Committee of Cat Hai district, on Cat Ba island there are 3 parking lots with a total area of 14,500m2, the parking lots of accommodation businesses can accommodate about 1,000 cars of all kinds.
With the forecast of a high number of cars, while the capacity of parking lots on Cat Ba Island can only accommodate 1,000 cars, parking spaces will be overloaded, causing congestion on roads in the center of Cat Ba town (it is forecasted that there will be about 3,000 cars of all kinds needing to park on Cat Ba Island during the April 30 - May 1 holiday).
Regarding water transport: Got ferry terminal to Cai Vieng has 3 transport units; a total of 9 high-speed boats, capacity of about 80 trips/day; number of passengers is about 3,200 people/day. Got ferry terminal to Phu Long has 1 transport unit; a total of 2 high-speed boats, capacity of about 25 trips/day; number of passengers is about 1,000 people/day.
Hong Bang inland waterway port to Cat Ba town center has 1 transport unit; a total of 4 high-speed boats, capacity of about 4 trips/day; number of passengers is about 2,000 people/day (currently Hong Bang District People's Committee is considering procedures to extend the port).
Dong Bai high-speed ferry terminal, Cat Ba Sun Limited Company is expected to be put into operation from April 18, 2025, with 2 ships with a capacity of 168 passengers and 1 ship with a capacity of 248 passengers; in addition, there are about 10 medium and small sized ships with a capacity of 60-80 passengers; the number of passengers is about 2,500 people/day.
Cai Hai Phu Long cable car line belongs to Cat Ba Sun Limited Company, has 60 cabins, capacity of 30 passengers/cabin, transports a maximum of 4,500 passengers/hour, starting operation from March 31, 2024.
The company has arranged a parking lot next to Cat Hai station, with an area of 31,000m2, accommodating about 1,350 cars or 775 buses or 1,000 trucks./.
