- That was the direction of comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the inspection of the actual implementation of the project to upgrade the section Km18 - Km80 of National Highway 4B on the morning of April 2.

The Chairman of the Provincial People's Committee inspected the project site and requested the contractor to continue to provide additional means and equipment for construction.

According to the report, as of April 1, the People's Committees of Dinh Lap and Loc Binh districts have handed over 63.1/63.3 km of land, leaving 0.27 km of the entire route uncleared.   due to 4 households being stuck. The project of moving technical infrastructure works still has some unfinished locations, the construction of resettlement areas is being accelerated by Dinh Lap district.

Regarding construction and installation, as of early April 2025, in construction packages No. 7 and No. 8, contractors have mobilized a total of more than 200 pieces of equipment and 500 workers to work synchronously on the route. Thereby, the excavation work has reached 62% of the volume, the embankment work has reached 49% of the volume, the construction of 3 new bridges on the route has basically been completed, the positions of the renovated and expanded bridges on the route have reached 60% of the volume, the road surface has been paved for 11/63.3 km, equivalent to 18% of the volume. The cumulative output value achieved to date is 552/1,609 billion VND, reaching 34.4% of the value of the packages.

Discussing at the inspection, representatives of the People's Committees of Loc Binh and Dinh Lap districts committed to completing site clearance work in April 2025, and at the same time requested contractors to ensure traffic safety on the route.

The investor representative requested the People's Committees of Loc Binh and Dinh Lap districts to urgently conduct acceptance of the low-voltage power line relocation project; approve the official plan to finalize the site clearance project in June 2025. At the same time, it recommended that the provincial People's Committee leaders organize a meeting with telecommunications network operators to promote and complete the relocation of telecommunications cable systems on the route in April 2025.

The contractors committed to adding machinery and equipment to speed up the construction and installation of items according to plan, and at the same time recommended that the investor promptly approve the additional adjustment documents as a basis for construction implementation.

Comrade Ho Tien Thieu, Chairman of the Provincial People's Committee, delivered a concluding speech at the project inspection session.

Concluding the inspection, the Chairman of the Provincial People's Committee emphasized: The project to upgrade the section Km18 - Km80 of National Highway 4B is an important project of the province with high connectivity between Lang Son, Quang Ninh and Cao Bang provinces. The Central Government directed that the project must be completed in September 2025.

The Chairman of the Provincial People's Committee requested contractors to rebuild detailed weekly construction plans, supplement equipment, organize overtime, and add more shifts to speed up construction of items, creating momentum to complete the project in September 2025.

Investors and supervision consultants strengthen the management of project progress and quality according to design, strictly handle contractors who violate construction procedures. At the same time, investors focus on disbursing allocated investment capital, contributing to promoting investment capital efficiency and promoting economic growth. At the same time, investors, contractors, and supervision consultants must strictly implement the assurance of traffic safety, environmental sanitation, and labor safety at the construction site.

Regarding site clearance, the Chairman of the Provincial People's Committee commended Loc Binh and Dinh Lap districts for their good performance in compensation and resettlement support for the project. Regarding tasks in the coming time, he requested the two districts to continue to focus on leading and directing units to urgently complete the site clearance and accept technical infrastructure for relocation before April 20. In addition, Dinh Lap district focused on directing and urging contractors to speed up the construction of resettlement areas, complete construction in May and make final settlement in June 2025.
