For enterprises providing telecommunications services, it is necessary to build a technical system and a centralized subscriber information database to enter, store and manage information throughout the time subscribers use the service; ensure the confidentiality of subscriber information according to the provisions of law.

Telecommunications service providers must urgently review, inspect, control, and thoroughly handle the causes of "junk" SIM cards being released to the market; strengthen the management of mobile subscriber information according to regulations.
