Strengthening forest management, protection, forest fire prevention and fighting

Accordingly, the Provincial People's Committee requested the Department of Agriculture and Environment (DARD), the Provincial Police, the Provincial Military Command, the Provincial Border Guard Command, Ben Tre Radio and Television Station, Dong Khoi Newspaper, and the People's Committees of Binh Dai, Ba Tri and Thanh Phu districts, according to their assigned functions and tasks, to proactively and effectively implement key contents on forest protection and forest fire prevention and fighting.

Continue to effectively implement Official Dispatch No. 322/UBND-KT dated January 16, 2025 of the Provincial People's Committee on implementing Directive No. 9892/CT-BNN-LN on organizing the movement "Tet tree planting to forever remember Uncle Ho" on the occasion of the Spring of At Ty, strengthening the work of forest management, protection and development in 2025.

Strengthen coordination in implementing forest patrol, inspection, protection and forest fire prevention and fighting work according to Regulation No. 334/QCPH-QS-CA-BP-NN&PTNT dated March 4, 2024 on coordination between the Military Command, Police, Border Guard, Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) in implementing Decree No. 02/2020/ND-CP dated June 30, 2020 of the Government on coordination activities of militia and self-defense forces.

The Department of Agriculture and Environment directs specialized agencies under the Department (Protection and Special-Use Forest Management Board, Forest Protection Sub-Department) to urgently implement: Organize and well implement the forest protection and development plan, forest fire prevention and fighting plan in each management area.

Regularly inspect the safety conditions of forest fire prevention and fighting in forests that are at risk of fire (constructions, equipment, vehicles, forest fire prevention and fighting tools, etc.); specifically identify key areas with high risk of forest fire to arrange permanent forces and appropriate forest fire prevention and fighting equipment, in order to proactively implement the "4 on-site" motto in forest fire fighting. Strengthen propaganda, education, raise awareness and sense of responsibility of each cadre, party member and people in forest protection and forest fire prevention and fighting.

Mobilize households living and producing along the forest to participate in the on-site forest fire prevention force, commit to using safe fire for forest fire prevention, especially during dry weather. Regularly coordinate forest patrols and inspections to protect forests, resolutely and strictly handle violations of forestry laws, especially acts of deforestation, encroachment on forest land, exploitation, trading, transportation of forest products, illegal hunting of wild animals, and violations of forest fire prevention regulations.

Promote the application of information technology, GIS technology and modern technologies in forest management and protection. Early detection of deforestation and forest fires to ensure effectiveness. Monitoring forest developments and biodiversity conservation. Regularly monitor forest fire warning information on the early fire warning information system of the Forest Protection Department (now the Department of Forestry and Forest Protection) at the website: kiemlam.org.vn to check and detect early forest fires (if any) to take timely measures. At the same time, report to the Department of Forestry and Forest Protection to coordinate direction and mobilize forest fire fighting forces when necessary (if a large forest fire occurs).

The Provincial Military Command, the Provincial Police, and the Provincial Border Guard Command proactively coordinate with the Department of Agriculture and Environment and the People's Committees of Binh Dai, Ba Tri, and Thanh Phu districts to effectively perform related tasks in forest protection and forest fire prevention. Proactively support forest fire fighting plans and be ready to mobilize forces and means to participate in forest fire fighting when a fire occurs.

The People's Committees of Binh Dai, Ba Tri and Thanh Phu districts strengthen the activities of the local Forest Fire Prevention and Fighting Command Committee; inspect, review, and arrange forces and means to proactively participate in forest fire fighting according to the "4 on-site" motto . Continue to direct the Military, Police, Border Guard, and Forest Ranger forces in the district in forest protection and forest fire prevention and fighting according to Regulation No. 334/QCPH-QS-CA-BP-NN&PTNT dated March 4, 2024. Direct the People's Committees of communes with forests and related units to strictly implement their responsibilities in managing forest fire prevention and fighting.

Strengthen patrolling, inspection and strict control of people's use of fire in and near forests, especially activities using fire to treat vegetation, promptly prevent and strictly handle acts of using fire that pose a high risk of causing forest fires, especially during periods of prolonged dry and hot weather. At the same time, promptly commend units and localities that do a good job of forest protection and forest fire prevention.

Ben Tre Radio and Television Station and Dong Khoi Newspaper proactively coordinate with the Department of Agriculture and Environment to continue to carry out propaganda and dissemination of laws, raising awareness of cadres, party members and people about forest fire prevention and fighting.
