The Ministry of Culture, Sports and Tourism has just issued Document No. 4584/BVHTTDL-DLQGVN to the People's Committees of provinces and centrally run cities on strengthening destination management.
Accordingly, to carry out state management work in the tourism sector in 2023, the Ministry of Culture, Sports and Tourism has directed the Vietnam National Administration of Tourism to coordinate with a number of localities to organize a thematic inspection program on compliance with legal regulations in tourism business.
Through inspections in some localities, it was found that there are still some issues that need to be further monitored and rectified to improve services and enhance destination competitiveness, such as: compliance with regulations on conditions for doing business in travel services; ensuring standards on technical facilities and quality of tourist accommodation services according to recognized star ratings; ensuring security and safety for tourists, environmental sanitation in tourist areas and spots, etc.
In addition, to actively implement Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development in the direction of "Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations", the Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and cities to direct the Department of Tourism, the Department of Culture, Sports and Tourism to take the lead and coordinate with relevant agencies to focus on effectively implementing a number of important contents.
In particular, localities are requested to require tourism businesses, management boards of tourist areas and destinations, and tourism service establishments in the area to strictly implement tourism laws and related laws. Proactively inspect and upgrade facilities and service processes, ensuring security, safety, and service quality for tourists.
Tourist areas, attractions, and tourism service establishments must comply with regulations on fire prevention and fighting, ensure food safety and hygiene in tourism establishments; take measures to protect the tourism environment, collect and treat garbage and waste in accordance with regulations; strictly implement regulations on public price posting and sell at the correct listed price.
The Ministry of Culture, Sports and Tourism recommends strengthening inspection, examination, supervision, timely detection and strict handling of organizations and individuals that do not ensure tourism business conditions, tourism service quality standards, and violations of tourism laws and related laws.
Control the quality of tourism services in the area, especially travel services, accommodation, tourist transportation, tour guides, food and beverage and other tourism services at tourist areas, attractions and entertainment facilities.
Along with that, deploy measures to ensure security, order, safety, fire prevention, food hygiene and safety in tourist areas and spots. Organize inspection, guidance, traffic flow, prevent accidents, congestion, create favorable conditions for access to tourist areas and spots.
Check, detect, prevent and resolutely handle acts that cause unsafety for tourists, especially transporting tourists by car, inland waterway vehicles... Review, warn, and have plans to ensure safety for tourists at tourist areas and spots, especially during the rainy and stormy season and unusual weather conditions.
Carry out the work of promoting destinations, organizing events to attract domestic and foreign tourists, promoting the development of tourism products between localities and businesses. Strengthen propaganda on civilized tourism behavior at destinations. Ensure that tourist support centers and hotlines operate effectively, promptly provide information and resolve complaints of tourists in the area.
Promote the application of information technology and digital transformation in the tourism sector; build and operate smart tourism systems to manage tourist destinations effectively, safely, civilly and friendly.
