Strengthening the fight against smuggling, trade fraud and counterfeit goods in the last months of the year

On the morning of October 23, the Provincial People's Committee held a conference to review the work of combating smuggling, trade fraud and counterfeit goods in the third quarter of 2025; directions and key tasks for the last months of the year. Comrade Bui Van Khang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Combating Smuggling, Trade Fraud (CBL, GLTM) and Counterfeit Goods (Provincial Steering Committee 389) chaired the conference. Attending the conference were leaders of member agencies of the Provincial Steering Committee 389, Steering Committee 389 of communes, wards and special zones.

According to the report of the Provincial Steering Committee 389, in the third quarter of 2025, the work of smuggling, trade fraud and counterfeit goods continues to be implemented comprehensively and effectively. However, there are still potential complications. The methods and tricks of smuggling, trade fraud and counterfeit goods in illegally transporting goods are increasingly sophisticated. The situation of taking advantage of e-commerce activities to cheat on the origin of goods is still happening.

In the first 9 months of 2025, the province's functional forces discovered, arrested, and handled 2,453 cases of smuggling, trade fraud, and counterfeit goods; the value of infringing goods was 45.5 billion VND (down 11% in number of cases, up 73.8% in value compared to the same period in 2024). Of which, 46 cases were criminally prosecuted with 107 subjects (up 31.4% in number of cases, up 95% in number of subjects compared to the same period in 2024); 2,400 cases of administrative violations were handled.

Along with that, in the first 9 months of 2025, the Provincial People's Procuracy coordinated with the Provincial Court to prosecute and try 32 cases with 91 defendants. Identifying 15 typical cases for the crimes of BL, GLTM and counterfeit goods to focus on initiating investigation, prosecution and quick trial; contributing to propagating and educating the people about law compliance, deterring and preventing violations of the law.

In the last months of 2025, it is forecasted that the situation of BL, GLTM, counterfeit goods, poor quality goods, goods infringing intellectual property rights, goods that do not ensure food safety... will have many potential risks of complicated developments.

After listening to the opinions discussed at the conference, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested members of the Provincial Steering Committee 389 and the local Steering Committees 389 to continue to thoroughly grasp, concentrate resources, and resolutely implement the directives of the Government, the Prime Minister , the National Steering Committee 389, the Provincial Party Committee, and the Provincial People's Committee on the work of combating counterfeit goods, trade fraud, counterfeit goods, and illegal transportation of goods.

With the highest goal of protecting the rights and health of the people, promoting production and business activities, he requested members of the Provincial Steering Committee 389 and the local Steering Committee 389 to properly assess the situation of smuggling, illegal trade, and illegal transportation of goods across the border in the area; focus on resolutely and effectively fighting against smuggling, illegal trade, and counterfeit goods, poor quality goods, and goods that do not ensure food hygiene and safety in the area; and at the peak of the fight against smuggling, illegal trade, and counterfeit goods before, during, and after the Lunar New Year of Binh Ngo in 2026.

He requested to mobilize the strength of socio- political organizations to launch a mass movement to not support illegal trading and counterfeit goods, join hands to protect the rights of consumers...; mobilize the strength of the masses in the fight against and denounce crimes of illegal trading and counterfeit goods; continue to promote digital transformation, apply science and technology in the fight against illegal trading and counterfeit goods, and illegal transportation of goods; promptly detect, arrest, prosecute, investigate, and strictly handle according to the law, creating a general deterrent and prevention effect; contribute to promoting production and business activities, increasing budget revenue, ensuring security and order, protecting sovereignty, national interests, and the legitimate rights and interests of people and businesses.

The Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389, noted that it is necessary to improve the quality of coordination between functional forces in the fight against smuggling, trade fraud, counterfeit goods, illegal transportation of goods, and tax evasion; strengthen inspection and supervision of smuggling, trade fraud, and the task force; educate officials and civil servants to improve their professional qualifications, skills, awareness, political ideology, ethics, and lifestyle, and not to assist or cover up smuggling, trade fraud, and counterfeit goods.
