The project "Supporting information and communication on national defense, security, ethnic groups, and ethnic policies in land border provinces" was signed and promulgated by the Prime Minister in Decision No. 1219/QD-TTg (hereinafter referred to as Project 1219). The project aims to create a strong transformation in the quality and effectiveness of information and communication in land border provinces by 2030; contributing to building a national defense system, a national security system, a national border defense system, a national defense posture, a people's security posture, maintaining the Party's ideological stronghold; strengthening national unity, ensuring national defense and security stability, and building peaceful , friendly, and developing border areas. This will contribute to creating the foundation and impetus for socio-economic development, improving people's lives, and firmly protecting the Fatherland in the new situation.

Quang Ninh is a key area in terms of socio-economic development, national security, defense, and foreign relations. Immediately after the Prime Minister approved the Project, the province developed and issued Plan 286 on December 5, 2024, to concretize Project 1219. The Provincial Military Command was assigned as the lead agency to coordinate with localities and departments to develop the implementation program. Although funding has not yet been allocated, with a proactive and self-reliant spirit, Quang Ninh has implemented Project 1219 through many solutions appropriate to the practical situation; improving the effectiveness of propaganda on national defense and security, ethnic groups, and ethnic policies in the area; contributing to ensuring solid national defense and security, maintaining national border sovereignty, and serving rapid and sustainable socio-economic development.
From July 1st, implementing a two-tiered local government system coupled with streamlining the administrative apparatus, Quang Ninh continues to direct commune-level localities to further develop and supplement plans, promote the application of information technology, and digital transformation to effectively implement Project 1219 in the new situation.

At the conference, delegates discussed and analyzed the advantages and disadvantages, and proposed specific measures to effectively implement the Project in the coming period, focusing on key tasks in 2025.
Colonel Nguyen Dinh Khiem, Deputy Political Commissar of the Provincial Military Command, delivered the concluding remarks at the conference.
Concluding the conference, the leaders of the Press and Information Department, the Propaganda Department of the Ministry of National Defense, and the Provincial Military Command acknowledged the opinions, suggestions, and proposals; and requested that the provincial departments and agencies, and the main military units stationed in the area continue to proactively develop plans to effectively implement the Project. They also requested diversification of presentation methods across traditional media and internet and social media platforms; and improved investment efficiency in information and propaganda work. Based on practical experience, units and localities should continue to advise and propose additional solutions and new approaches to the Provincial Military Command for compilation and reporting to higher authorities for adjustments to the Project's objectives and tasks to suit the actual situation.
