The Politburo gives its opinion on the preparations for the Party Congress of the Government.

On the morning of September 10th, at the Party Central Headquarters, General Secretary To Lam chaired a meeting of the Politburo with the Standing Committee of the Government Party Committee to discuss draft documents, personnel plans, and preparations for the First Congress of the Government Party Committee, term 2025-2030.

At the meeting, the Politburo heard a report from the Standing Committee of the Government Party Committee on the drafting of documents and personnel plans for the 2025-2030 term; and a report on the acceptance and explanation of comments from central committees, ministries, and agencies. The Politburo assessed that the draft documents and personnel plans were meticulously and seriously prepared by the Government Party Committee in accordance with the regulations and guidelines of the Central Committee. The content of the documents thoroughly reflects the major viewpoints and orientations in the draft documents of the 14th Party Congress, the resolutions, conclusions, and directives of the Central Committee and the Politburo, and is closely aligned with the practical situation of the Party Committee; the personnel plan basically ensures the structure, number, standards, and conditions as prescribed.

The Politburo members generally agreed with the draft documents submitted to the Congress by the Government Party Committee, offering heartfelt, responsible, and insightful suggestions to supplement and refine the Congress documents. Concluding the meeting, General Secretary To Lam requested the Standing Committee of the Government Party Committee to incorporate the opinions of the Politburo members and the reasonable suggestions from representatives of central committees, ministries, and agencies to finalize the documents and personnel plan; and to continue making thorough preparations for the successful organization of the First Party Congress, term 2025-2030.

The General Secretary outlined several key areas that need to be focused on and effectively implemented in the coming term. First and foremost, defining the guiding principles in the Political Report.

This aligns with the most important position and role of the Government Party Committee within the system of Party committees directly under the Central Committee, serving as the core leadership and direct guidance for the Government and the Party committees of ministries, sectors, corporations, banks, and large enterprises.

Closely follow, update, and concretize the contents of the draft documents of the 14th Party Congress related to the Government's responsibilities in socio-economic development and ensuring national defense and security, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign relations, achieving social progress and equity, and improving the people's lives, in order to set appropriate visions, goals, and targets for each stage and period; review mechanisms and policies that need to be addressed, removed, and facilitated to achieve the set goals, especially the institutionalization of new guidelines and directions of the Central Party Committee. Focus on perfecting the development institutions associated with building a socialist rule of law state that is constructive, honest, proactive, and serves the people; Focus on improving institutions and laws, especially in the areas of investment, land, and planning; expanding the development space of the nation, regions, sectors, and localities; unleashing productive forces; mobilizing all resources and creating new impetus for development; implementing policies to mobilize private sector resources to participate in key infrastructure projects such as expressways, high-speed railways, urban railways, energy infrastructure, defense and security industries; effectively implementing the operation of the International Financial Center, free trade zones, and new economic models…

The General Secretary called for accelerating industrialization and modernization, restructuring the economy, and establishing a new growth model based on science, technology, and innovation.

Digital transformation is the main driving force, strongly developing the digital economy and knowledge economy with high added value and global competitiveness, especially in new industries and technologies; the state-owned economy plays a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; the private economy is the most important driving force of the national economy; selectively attracting foreign investment (both direct and indirect) is strengthened. Resources will continue to be focused on developing a synchronous, modern, smart, and internationally connected infrastructure; effectively exploiting and expanding new development spaces, with urban areas as the driving force for regional development; developing infrastructure connecting major cities and industrial development centers; developing energy infrastructure to meet the requirements of high economic growth in the new phase and ensuring energy security.

Investing in several nuclear power plants of appropriate scale, with new and safe technologies. Developing synchronous and modern urban infrastructure and transportation; focusing investment resources on modernizing digital infrastructure. Developing telecommunications and technology infrastructure to meet the essential infrastructure requirements of the digital economy, especially e-commerce. Developing synchronous and modern cultural and social infrastructure; investing in the construction of several key national cultural, sports, education, and health projects of regional and international significance. The General Secretary emphasized focusing on improving the material and spiritual lives and health of the people; concretizing tasks and solutions to implement the policy, closely combining economic growth with social progress and equity, comprehensive human development, and caring for the people's lives; focusing on directing the implementation of the Politburo's resolutions and conclusions on breakthroughs.

Developing education and healthcare for the people; perfecting and modernizing the organizational model and management methods for social development and addressing social issues. Enhancing social welfare for all citizens, ensuring that everyone enjoys the fruits of development.

Continue to consolidate and strengthen national defense, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development; improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy, promoting Vietnam's role, position, and prestige to serve the development of a strong, civilized, prosperous, and thriving country.
