Continuing the 10th Session program, this morning, the National Assembly discussed at the plenary session the draft Law on Civil Judgment Enforcement (amended) and the draft Law on Judicial Expertise (amended) .

Regarding the draft Law on Civil Judgment Enforcement (amended), many delegates said that the draft law has many new points that have been added and amended, contributing to the completion of the legal corridor. However, to improve the effectiveness of enforcement, it is necessary to clarify the responsibilities of relevant agencies, organizations and individuals in the process of judgment enforcement.

Delegate Cao Thi Xuan ( Thanh Hoa Delegation) said: "When there is opposition or obstruction, if we only request the police force to coordinate, it may not be timely and will affect the effectiveness. Therefore, it is necessary to have the synchronous participation of the Party Committee, the government, the police force, the court and the procuracy to ensure the execution of the judgment achieves results."

Delegate Nguyen Thi Thu Nguyet ( Dak Lak Delegation) suggested: "The draft law needs to clearly stipulate and separate the tasks of People's Committees at all levels, because local authorities, especially provincial and communal levels, play a major role and directly affect the effectiveness of civil judgment enforcement. Specific regulations will help clearly define the responsibilities of each level of government in coordination and implementation."

Giving opinions on the draft revised Law on Judicial Expertise, delegates suggested adjusting regulations on standards for appointing judicial experts, while promoting the policy of socialization.

Delegate La Thanh Tan (Hai Phong Delegation) proposed: "The process of socializing appraisal activities needs a roadmap and strict control mechanism. At the same time, it is necessary to add regulations to remove barriers in the establishment, coordination, periodic assessment and protection of the rights of appraisal organizations, in order to ensure quality and feasibility in practice."

Delegate Duong Khac Mai (Lam Dong Delegation) suggested: "The standards for appraisers should be supplemented in an open direction , allowing experts and scientists with prestige and high professional qualifications but not enough years of work as prescribed to still be considered for appointment to take advantage of quality resources."

In addition, there are also opinions suggesting not to regulate the scope of establishing a forensic examination office for the fields of DNA, documents, digital and electronic technology, and fingerprints, due to the possibility of leaking state secrets, personal information, and examination methods.
