In the future, no one can predict whether the above natural disasters will recur or not, so enhancing disaster response capacity is an issue we need to address. During the flood in the South Central region that has been and is taking place, a prominent issue is rescuing people in distress. The number of dead and missing people is not small and may increase. Therefore, in two consecutive telegrams 223/CD-TTg dated November 19 and 225/CD-TTg dated November 20 sent to a number of provinces, cities, ministries and branches; the issue of rescuing people and ensuring people's lives is put first and foremost.
In Telegram 225, the first thing is to "concentrate all efforts, mobilize all forces, means and by all measures, in all directions to urgently approach all residential areas that are still isolated and deeply flooded to rescue people, absolutely must not let the situation of people being isolated in their homes, on rooftops calling for help without receiving timely help". The Ministries of National Defense and Public Security are required to direct their subordinate units to "maintain and mobilize maximum forces and means to carry out search and rescue work".
Some provinces in the South Central region have not experienced storms or floods for many years, but storm No. 13 hit in early November, leaving some areas devastated. This damage has not yet been repaired, and unusually extreme rains have come over a very large area from the highlands to the coastal areas, causing floods on top of floods, and the downstream areas quickly turned into seas of water. Since the night of November 19, although the authorities have deployed their best efforts, they are still not capable of responding to all the distress calls from the victims on a very large scale. The rescue work also faces countless dangers because of the immense rushing water, there have been incidents that have harmed the vehicles and rescue forces. Helicopters cannot take off in wind conditions of level 6 - 7 and can even have the opposite effect because the wind from the propellers can cause further harm to those under the vast sea of water.
The recent natural disasters once again raise the issue of the need to better implement the "4 on-site" motto in responding to natural disasters and emergencies (on-site command; on-site forces; on-site means and materials; on-site logistics). In addition to civil defense agencies at all levels, we also need to encourage more civil groups to support each other in rescue when incidents occur. Because "prevention" is always better than "fighting", professional forces must always be maintained, on duty, and have clear leads; rescue and rescue vehicles and equipment must be fully equipped and regularly maintained. On the people's side, everyone must be aware that the first thing to do is to save themselves by equipping themselves with self-protection knowledge, how to keep warm if flooded, how to take shelter in a storm, which phone number to call for help; equipping preventive means within their capacity; to minimize damage while waiting for rescue.
