The Civil Aviation Authority requires units to strictly comply with regulations and operating procedures, especially regulations on working and resting hours of aviation staff. At the same time, it is necessary to step up propaganda, dissemination, and raise awareness of compliance with procedures to all employees, especially pilots and air traffic controllers (ATSCs).
For pilots, the Department emphasizes absolute compliance with standard operating procedures (SOP), especially during critical stages of the flight such as taxiing, take-off and landing.
Pilots need to increase their observation, use updated airport documents and proactively identify key intersections, hot spots, narrow taxiways, etc. If there is any doubt about the safe distance, the flight crew must stop moving and immediately contact air traffic control.
Flight crews are required to strictly follow the principle of "listen - repeat - confirm", not to arbitrarily carry out unclear instructions, and not to use personal devices such as phones to take photos or record videos during flight operations.
For air traffic controllers, the Civil Aviation Authority requires them to strengthen comprehensive monitoring of operations, effectively use support equipment and grasp the situation on the ground to promptly detect and handle arising situations. In case of suspicion that the crew misunderstood the instructions, the controller must repeat at least twice to ensure accuracy.
In addition, controllers need to closely monitor weather developments, update and provide timely information to flight crews to have appropriate operating plans.
For airport and airport operators, the Civil Aviation Authority requires a review of the system of signs, signal paints, and lighting to ensure readiness for operations. At the same time, research and apply the Ground Movement Guidance and Control System (SMGCS) at airports with high traffic to prevent incidents on the runways.
