The document stated that recently, the mass media has reported that many historical relics and national heritages have been damaged. Implementing the direction of Deputy Prime Minister Mai Van Chinh in Official Dispatch No. 4729/VPCP-KGVX dated May 28, 2025 of the Government Office , the Ministry of Culture, Sports and Tourism requested the People's Committees of provinces and centrally run cities to direct competent agencies and local authorities to comply with the provisions of law on cultural heritage and international treaties in UNESCO Conventions that Vietnam has signed related to world cultural and natural heritage.
Previously, Deputy Prime Minister Mai Van Chinh issued Official Dispatch No. 4729/VPCP-KGVX dated May 28, 2025 requesting the Ministry of Culture, Sports and Tourism to preside over and coordinate with the People's Committees of provinces and centrally-run cities and relevant agencies according to their functions, tasks and authority to closely monitor the situation, grasp information reported by the press on the above issues to promptly have appropriate solutions within their authority.
The dispatch also requested the Ministry to coordinate with localities to guide, inspect and supervise the conservation, restoration and embellishment of relics and heritage sites to ensure effective management, protection and promotion of the value of heritage sites and relics nationwide.
The Ministry of Culture, Sports and Tourism requests localities to strictly implement the Law on Cultural Heritage and its guiding documents; Directive No. 274/CT-BVHTTDL dated September 23, 2022 of the Minister of Culture, Sports and Tourism on strengthening state management of a number of cultural and artistic activities, festivals, protection and promotion of cultural heritage values, restoration and tourism development; Official Dispatch No. 3656/BVHTTDL-DSVH dated August 27, 2024 and Official Dispatch No. 1218/BVHTTDL-DSVH dated March 25, 2025 of the Ministry of Culture, Sports and Tourism on strengthening management of activities to protect, preserve, renovate, restore and promote the values of historical-cultural relics and scenic spots.
The Ministry also requested the People's Committees of provinces/cities under the Central Government to direct their units to review all inventoried and classified relics in the area, ensuring that there are organizations and representatives directly responsible for managing, protecting and looking after the relics. The relic management apparatus must ensure effectiveness and efficiency to perform well the task of protecting the relics, not allowing the situation where the relics do not have or are not clear who is directly responsible, slow in detecting and handling when the relic infringement occurs, and in cases beyond the authority, report to the People's Committee at the provincial level for consideration and handling.
Review, supplement and complete scientific records of relics, and promulgate regulations on management, protection and promotion of historical-cultural relics and scenic spots under its authority. These clearly define regulations on protection of relics, artifacts belonging to relics, and cultural landscapes of relics, along with specific assignment of protection responsibilities to organizations and individuals in an effective manner.
Organize reviews, draw lessons, clarify the responsibilities of relevant organizations and individuals, and prevent similar cases of encroachment on relics; Direct the strengthening of management, security protection, and safety of relics and artifacts belonging to relics as well as relic management work in the area; proactively develop plans to prevent, detect early, and be ready to stop and handle acts of encroachment and sabotage. Promote propaganda and education to raise awareness and awareness of relic protection in the community.
Citing the Law on Cultural Heritage 2024, which takes effect from July 1, 2025, including Clause 4, Article 90 on the responsibility of the People's Committees of provinces for state management of cultural heritage, the Ministry of Culture, Sports and Tourism recommends that localities need to prepare well the conditions (finance, human resources, databases, etc.) to ensure state management activities according to decentralization and delegation of authority to protect and promote the values of cultural heritage in general and relics in particular. Proactively plan to organize the implementation of the Law on Cultural Heritage to ensure timeliness, consistency and effectiveness.
Organize propaganda, dissemination and training for officials working in management of sectors and fields under the scope of the Law on Cultural Heritage of the locality, people and businesses on the new provisions of the Law and documents detailing the implementation of the Law. Guide and direct local news agencies, newspapers and magazines to have a plan to widely disseminate the Law on Cultural Heritage and documents detailing the implementation of the Law.
