Strengthening management of bird nest farming facilities

In the past 10 years, the bird's nest farming in Quang Tri province has developed strongly thanks to simple techniques, low labor costs but high economic efficiency. However, in addition to economic benefits, bird's nest farming also has many potential problems affecting the environment and people's lives. Faced with this situation, the province has issued mechanisms and policies to create a legal basis for managing bird's nest farming, and at the same time, increased inspections to guide bird's nest farming facilities to comply with legal regulations.

According to statistics and reviews by the Provincial Department of Animal Husbandry and Veterinary Medicine, the whole province has 90 bird nest farms, of which 28 farms are separate from houses and 62 farms are used with houses. The main farming method is to lure the birds to nest and roost using sound equipment.

However, the management of bird's nest farming in the province in particular and the whole country in general still has some shortcomings such as: the development of bird's nest farming facilities is mainly spontaneous, not following the provisions of the law on animal husbandry, causing difficulties for management and reducing investment efficiency; the situation of hunting and exterminating bird's nests still occurs in many localities, causing public outrage; the preliminary processing and processing of products from bird's nests is mainly fragmented and small-scale, not fully meeting food safety requirements.

In response to the practical requirements of livestock development, the Provincial People's Council issued Resolution No. 160/2021/NQ-HDND, dated December 9, 2021, stipulating areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed, regulating areas for raising swiftlets and support policies when relocating livestock facilities out of areas where livestock farming is not allowed in Quang Tri province.

The resolution has created favorable conditions for localities to have a basis to manage activities in areas where livestock farming is allowed and not allowed, manage the farming of swiftlets, and resolve the situation of livestock farming in inner-city areas of cities, towns, and residential areas, causing loss of beauty, landscape, urban civilization, and environmental pollution that is occurring in urban areas.

On the other hand, the Provincial People's Committee also issued documents directing provincial departments, branches and sectors and People's Committees of districts, towns and cities to resolutely and synchronously implement solutions to prevent and end the illegal hunting of swiftlets, focusing on propagating and mobilizing people not to hunt and consume swiftlets, and promptly denouncing acts of illegal hunting of swiftlets.

2024 is the first year that the Department of Animal Husbandry and Thuy Tinh has inspected compliance with the law on animal husbandry for bird nest farms in the province. Accordingly, from October 29 to November 7, 2024, the unit has conducted inspections in 17 communes, wards and towns of 7 districts and cities including: Vinh Linh (1 commune, 1 town), Gio Linh (2 communes, 1 town), Trieu Phong (3 communes), Hai Lang (3 communes), Cam Lo (2 communes), Huong Hoa (1 town) and Dong Ha City (3 wards).

The number of bird nest farms inspected was 34. Of these, 28 facilities used the upper floors of houses to raise birds; 6 had farms separate from houses. There were 32 facilities operating before Resolution No. 160/2021/NQ-HDND of the Provincial People's Council took effect.

From April 16 to April 25, 2025, the Department of Animal Husbandry and Fisheries of the province continued to conduct inspections at 12 communes, wards and towns of 5 districts, towns and cities including: Vinh Linh (3 communes, 1 town), Gio Linh (1 commune, 1 town), Dong Ha (2 wards), Trieu Phong (2 communes), Quang Tri town (1 ward), Hai Lang (1 commune).

The number of bird nest farms inspected was 18, of which 12 facilities used upper floors of houses to raise birds; 6 had farms separate from houses. There were 16 facilities operating before Resolution No. 160/2021/NQ-HDND of the Provincial People's Council took effect.

Through inspection, most of the bird's nest farming facilities were invested and built before the Law on Animal Husbandry and documents guiding the implementation of the Law on Animal Husbandry came into effect (32 facilities), so they did not fully comply with the regulations on bird's nest farming according to current regulations.

On the other hand, most of the bird nest farms in the area use the upper floors of houses for farming; there are no books to monitor bird nest farming activities; the use of loudspeakers is not in accordance with regulations; and the declaration of breeding activities and commitment to environmental protection to the People's Committees of communes, wards and towns has not been carried out as prescribed.

Through the inspection, the Department of Animal Husbandry and Thuy province has disseminated and popularized relevant policies and legal regulations; at the same time, guided people to properly implement regulations on animal husbandry, disease prevention, and environmental protection.

Currently, the Department of Agriculture and Environment together with departments, branches and localities are strengthening coordination to effectively implement legal regulations on livestock areas and bird nest farming activities. In particular, focusing on reviewing the number of bird nest houses, guiding bird nest houses established before the Law on Animal Husbandry took effect and located in residential areas to sign a commitment not to expand bird nest houses and not to use loudspeakers.

At the same time, direct livestock and veterinary stations to strengthen monitoring and grasp information on livestock, diseases, and environmental protection at bird nest farms under their management; proactively coordinate with units and localities to strengthen guidance, dissemination, and propaganda for bird nest farms on the provisions of the Law on Animal Husbandry, the Law on Veterinary Medicine, the Law on Environmental Protection, and central guidance documents.
