Recently, in Thai Nguyen city, there have been continued occurrences of construction works without permits, illegal construction, encroachment on public land... If these violations are not detected, prevented and handled promptly, they will affect the urban beauty, making it difficult for local authorities to handle and apply remedial measures.
Since the beginning of 2025, the relevant authorities have strengthened the issuance of construction permits and strictly managed construction works in the area. The total number of applications for construction permits from the beginning of 2025 to date is 2,365. The City People's Committee has processed 2,042 applications, of which about 1,800 have been granted construction permits and 323 applications are currently being processed.
Mr. Nguyen Huu Phan, Head of the Economic , Infrastructure and Urban Department of Thai Nguyen City, said: According to the results of inspections and audits of violating constructions in the area, illegal and unlicensed construction still occurs, accounting for the majority of cases handled. Many constructions were constructed without a construction permit, or had a permit but intentionally constructed in a manner contrary to the approved content.
Some violations also combine multiple acts such as illegal construction combined with encroachment on public land or misuse of land, showing a more serious nature of the violation and signs of deliberately avoiding legal regulations. - Mr. Nguyen Huu Phan
In order to promptly rectify the shortcomings in the management of construction order, the People's Committee of Thai Nguyen City has issued strong instructions requiring agencies, units and People's Committees of 32 communes and wards in the area to seriously implement tasks in accordance with Directive No. 27-CT/TU dated July 12, 2024 of the Standing Committee of the City Party Committee on strengthening leadership and direction in the management of urban order, use of roads and sidewalks. At the same time, continue to strictly implement the guiding documents of the City People's Committee on planning, construction order, urban aesthetics and land management.
Mr. Dao Hoang Phuong, Vice Chairman of Trung Vuong Ward People's Committee, said: Trung Vuong is a central ward, with rapid urbanization and large construction volume, so construction order management is always a key task. We have strengthened coordination between forces such as Land Administration - Construction, police, residential groups, and urban officials to regularly inspect and grasp the area to promptly detect and handle violations.
In recent times, many construction works have been carried out by the people in accordance with the license, ensuring architecture and safety. However, there are still some violations such as illegal expansion, encroachment on boundaries, construction on land that does not meet the conditions for licensing. Localities are responsible for strictly implementing decisions on administrative enforcement; handling or reporting to the City People's Committee for handling cases of officials and civil servants who are lax in their responsibilities in managing construction order. The Chairman of the Commune People's Committee must take full responsibility before the law and the City People's Committee for the construction order situation in the area under their charge.
In the coming time, the People's Committee of Thai Nguyen City will strengthen inspection, supervision and strict handling of violations of the law on construction order. Along with that, the city will focus on resolving disputes and complaints related to the construction sector right at the grassroots level, not letting it drag on, causing complications, creating hot spots that affect security and order and creating negative public opinion.
In particular, enhance the role and responsibility of the heads of agencies and units assigned to manage construction order; strengthen public service inspection activities to ensure discipline and administrative discipline, promptly detect and strictly handle departments and individuals assigned to tasks but lax in management, lacking a sense of responsibility in performing public duties. At the same time, promote propaganda and dissemination of legal knowledge on construction order management, identifying this as a regular, continuous and long-term task.
