Strengthening the screening and management of drug addicts

At the National Online Conference to disseminate Conclusion No. 132-KL/TW, dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019 on strengthening and improving the effectiveness of drug prevention, control and combat, held on the morning of April 17, the leader of Ho Chi Minh City said: In the past time, the functional forces of Ho Chi Minh City have discovered 306 lines, gangs, 2,517 subjects; discovered 10,148 cases, arrested 25,426 subjects (compared to the previous period, an increase of 2,450 cases - corresponding to an increase of 31.83% in the number of cases, an increase of 47.82% in subjects); seized more than 5,042 tons of drugs of all kinds (an increase of 1,552 tons compared to the previous period).

Typically, just in the special project investigating the drug trafficking and illegal trading from Europe involving 4 flight attendants, Ho Chi Minh City Police have dismantled nearly 500 related criminal branches and sub-branches, prosecuted 1,452 defendants, investigated and seized nearly 300 kg of drugs, 10 guns and many related evidences, initially proving that the subjects in the project had traded drugs for nearly 28,000 billion VND...

Comrade Tran Thi Dieu Thuy, Vice Chairman of Ho Chi Minh City People's Committee, reported at the conference.

In addition to focusing on implementing "supply-cutting" solutions, the city has focused on directing synchronous solutions to screen, detect, count, and manage drug addicts and illegal drug users, typically deploying patrol and control forces (Force 363) from the commune to the city level to promptly detect illegal drug users, thereby investigating users to clarify subjects illegally buying and selling drugs, and organizing illegal drug use. Through implementation from 2023 to present, the city has detected 6,802 cases, 8,249 users, expanded investigation of 70 cases (equivalent to 1.03%), and arrested 179 subjects.

Implementing the Law on Drug Prevention and Control, from the beginning of 2022 to now, the city has detected and recorded 23,648 people for compulsory drug rehabilitation; 739 people registered for voluntary drug rehabilitation at public drug rehabilitation facilities. In the 5 months of implementing the peak period launched by the Ministry of Public Security , the city detected 6,417 new cases positive for drugs (an increase of 753 cases - equivalent to 11.73% compared to the previous year).

Up to now, the City Police have received the transfer of drug rehabilitation facilities and organized them to operate normally and smoothly.

Records were made for 4,309 cases of compulsory drug addiction treatment (an increase of 326 cases - equivalent to 7.56% compared to the previous year); 482 people were voluntarily treated for drug addiction at home and in the community (an increase of 314 cases - equivalent to 65.15% compared to the previous year). Information on illegal drug users reached 95.1%; drug addicts reached 95.1% and post-rehabilitation people reached 94.5% into the subject management software.

Up to now, the Department of Labor - Invalids and Social Affairs (formerly), Youth Volunteers have handed over the assigned CSCNMT to the City Police, Binh Duong, Dong Nai, Dak Nong, Binh Phuoc, Lam Dong, and basically arranged enough personnel and organized operations, ensuring normal and smooth operations.
