Hanoi: Adding more teachers to ensure 2 sessions/day

Chairman of Hanoi People's Committee Tran Sy Thanh has just signed Official Dispatch No. 2032/UBND-KGVX directing units to organize the High School Graduation Exam, ensure the staffing of preschool and general education teachers and summer vacation for children and students in 2025.

Accordingly, the Chairman of the City People's Committee requested the Departmentof Education and Training to focus on preparing carefully and fully all conditions, implementing specific plans and solutions to organize the Exam to ensure 6 things: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results".

The Chairman of Hanoi People's Committee proposed to add staff to ensure teaching 2 sessions/day.

Strengthen inspection of all stages and steps, especially the assignment of responsibilities to relevant agencies, organizations and individuals responsible throughout the process of preparing and organizing the exam;

Check the preparation and organization of the exam related to ensuring human resources and conditions for organizing the exam are adequate, thorough, and in accordance with regulations. Timely handle, resolve, and recommend competent authorities to handle any problems that arise beyond their authority during the preparation and organization of the exam.

Direct general education institutions and parents to pay attention to, guide and support students in reviewing and systematizing knowledge to create the most favorable conditions for students in terms of knowledge, capacity, physical and mental health so that they can have a comfortable and confident mindset to enter the exam and achieve the highest results.

Regarding ensuring the staffing and staffing of preschool and general education teachers, the Chairman of the City People's Committee requested the Department of Education and Training to preside over and coordinate with relevant units to advise the City People's Committee to proactively review, arrange, and regulate preschool and general education teachers among educational institutions in the area to overcome the local surplus and shortage of teachers; increase the number of seconded teachers, and teach in inter-school and inter-level schools.

Preside over and coordinate with the Department of Home Affairs and relevant units to have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; sign teaching contracts to promptly supplement the number of missing teachers according to regulations;

Consider, prioritize recruitment, and sign contracts according to authority for teachers who have had time to perform teaching contracts at educational institutions if they meet professional requirements and are in accordance with regulations; during the implementation process, if there are issues beyond authority, proactively report and propose to competent authorities; propose to supplement the staff to ensure teaching 2 sessions/day, do not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.

The Department of Home Affairs coordinates with the Department of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities and effective in arrangement.
