
Based on reports from localities, social housing development in the first four months of the year has seen many positive changes and achievements. Specifically, 15,614 social housing units have been completed, and 17 projects with a total of 17,664 units have been started. The organization and implementation of social housing development have received attention, leadership, and guidance from Party committees and authorities in many localities.
However, some localities have not yet shown genuine interest in the development of social housing; no projects have been started, or projects that have been started have low completion rates; they have not established steering committees for social housing development, and have not included social housing development targets in their socio-economic development plans. Enterprises investing in social housing still face obstacles and difficulties in accessing land, investment and construction procedures, credit, and preferential policies…
Therefore, in order to resolutely achieve the assigned targets for social housing development in 2025 and subsequent years up to 2030, the Minister of Construction requests the Chairpersons of the People's Committees of provinces and centrally-administered cities to urgently direct the implementation of the following contents:
Focus on leading, directing, and organizing the implementation of tasks and solutions outlined in Government Resolutions and Prime Minister 's Directives more decisively and effectively.
The target for completing social housing projects in 2025 and subsequent years up to 2030, as assigned in Decision No. 444/QD-TTg dated February 27, 2025, should be added to the local socio-economic development indicator system to focus leadership and guidance; prioritizing the allocation of resources to ensure the completion of the assigned target.
Establish a Steering Committee for Social Housing Development to directly inspect, supervise, and resolve difficulties and obstacles to accelerate the progress of social housing construction investment projects in the area, as directed by the Prime Minister in Notice No. 120/TB-VPCP dated March 18, 2025, from the Government Office.
The organization will work directly with investors to review progress, direct and urge investors to focus resources to complete projects within 2025; and at the same time, require investors to fully comply with the periodic reporting regime on the progress of projects registered for completion in 2025, projects that have commenced construction, and projects currently under construction.
For projects where investors have already been selected, proactively guide investors in complying with legal regulations on investment, planning, land, construction, and other relevant laws; promptly address project obstacles to ensure early commencement of construction in 2025. Urge investors of commercial housing projects to carry out investment and construction procedures for social housing on the 20% land allocation within the project as stipulated in the 2023 Housing Law, so that construction can begin in 2025, laying the groundwork for achieving targets in subsequent years.
Expeditiously complete investment procedures to quickly select investors to implement projects on land plots already included in the planning for social housing construction, ensuring efficient land use and avoiding waste of social resources.
Review, update, and supplement land use plans and construction plans to allocate sufficient land for social housing development in accordance with the assigned targets.
Promulgate preferential mechanisms and support measures to create favorable conditions for businesses and cooperatives to participate in investing in and constructing social housing.
Reduce and simplify administrative procedures within the scope of authority regarding investment in social housing construction (project planning and approval, investor selection, land allocation, land leasing, land clearance, etc.) to support and encourage businesses to invest in and build social housing. Create conditions for investors to quickly implement projects, from selecting land locations to completing legal procedures.
Continue to review, inspect, and compile a list of social housing projects, worker housing projects, and apartment building renovation and reconstruction projects that meet the eligibility criteria for the 120,000 billion VND loan fund, and publicly announce them so that banks have a basis for applying for loans.
Periodically, on a quarterly basis (before the 25th of the last month of each quarter), report the results of social housing development to the Ministry of Construction for compilation and reporting to the Prime Minister.
