
Through the synthesis of reports from localities, the development of social housing in the first 4 months of the year has had many changes, achieving some positive results. Specifically, 15,614 social housing apartments have been completed, 17 projects have been started with a scale of 17,664 apartments. The organization and implementation of social housing development has received attention, leadership and direction from Party committees and authorities of many localities...
However, some localities have not really paid attention to social housing development, no projects have been started or have been started but the completion rate is low; the Steering Committee for social housing development has not been established, and the social housing development target has not been added to the local socio-economic development plan. Enterprises investing in social housing still face difficulties in accessing land, construction investment procedures, credit, preferential policies, etc.
Therefore, in order to be determined to complete the assigned social housing development targets in 2025 and the following years until 2030, the Minister of Construction requested the Chairmen of the People's Committees of provinces and centrally-run cities to urgently direct the implementation of the following contents:
Focus on leading, directing and organizing the implementation more drastically and effectively of the tasks and solutions stated in the Government's Resolutions and the Prime Minister 's Official Dispatches.
Add the target of completing social housing in 2025 and the following years until 2030 assigned in Decision No. 444/QD-TTg dated February 27, 2025 to the system of local socio-economic development targets to focus on leadership and direction; prioritize resources to resolutely complete the assigned targets.
Establish a Steering Committee for social housing development to directly inspect, urge, and remove difficulties and obstacles to speed up the implementation of social housing construction investment projects in the area according to the direction of the Prime Minister in Notice No. 120/TB-VPCP dated March 18, 2025 of the Government Office.
Organize direct work with investors to review progress, direct and urge investors to focus resources to complete in 2025; at the same time, request investors to fully implement the periodic reporting regime on the implementation progress of projects registered for completion in 2025, projects that have started construction, and projects under construction investment.
For projects that have selected investors, proactively guide investors to implement the provisions of the law on investment, planning, land, construction and other relevant laws; promptly handle project problems to soon start construction in 2025. Urge investors of commercial housing projects to carry out investment procedures for social housing construction on the 20% land fund of the project according to the provisions of the Housing Law 2023 to start construction in 2025, as a basis for completing targets in the following years.
Urgently complete investment procedures to soon select investors to implement projects on land plots already in the planning to invest in building social housing, ensuring effective exploitation of land funds and avoiding waste of social resources.
Review, update and supplement land use planning, construction planning to allocate sufficient land fund for social housing development according to assigned targets.
Issue incentive and support mechanisms, creating favorable conditions for businesses and cooperatives to participate in investing in the construction of social housing.
Reduce and simplify administrative procedures under the authority of social housing investment and construction (project establishment, approval, investor selection, land allocation, land lease, site clearance, etc.) to support and encourage businesses to invest in social housing construction. Create conditions for investors to be able to quickly implement projects, from choosing land locations to completing legal procedures.
Continue to review, inspect, and make a list of projects to build social housing, housing for workers, renovate and rebuild apartments that are eligible for loans of 120,000 billion VND and make public announcements so that banks have a basis for applying for loans.
Quarterly (before the 25th of the last month of the quarter), report the results of social housing development to the Ministry of Construction for synthesis and reporting to the Prime Minister.
