On the afternoon of May 22, the Department of Administrative Police for Social Order (QLHC on TTXH, Ministry of Public Security ) held a ceremony to announce the pilot of a centralized digital signature portal on the VNeID electronic identification and authentication application platform.
This is an important step in digitizing data and administrative procedures, public services, as well as applying it to all current electronic transactions. The pilot implementation of the solution "Centralized digital signature portal on the VNeID electronic identification and authentication platform" contributes to promoting safe, effective and transparent electronic transactions - from public services, finance, trade to healthcare - gradually building a modern, safe digital society, with people and businesses at the center. Accordingly, from May 22, people can register for digital signature certificates on VNeID.
Minimizing the risk of fraud in electronic transactions
With the mission of "Ensuring 100% of transactions of Digital Citizens are identified, digitally signed, authenticated, and electronic contracts are identified and digitally signed" in Decision 06, the Center for Research and Application of Population Data and Citizen Identification (RAR Center, under the Department of Administrative Police for Social Order) has coordinated with partners to research, develop and pilot the "Centralized Digital Signature Portal on the VNeID electronic identification and authentication platform".
This solution helps people conveniently and easily carry out administrative procedures, public services, e-commerce and other service business platforms; at the same time, it enhances information security protection and minimizes fraud risks in electronic transactions.
Colonel Ngo Nhu Cuong, Deputy Director of the Department of Administrative Police for Social Order, said that the current implementation of digital signatures still has many limitations due to the fragmentation of solutions, requiring users to equip themselves with complex equipment, causing particular difficulties for people and businesses. The lack of a common, unified integrated platform has significantly limited the effectiveness of application and spread of digital signatures in society.
In that context, building a centralized, synchronized digital signature platform closely linked to national electronic identification like VNeID is not only a technological solution but also a key strategy, opening up breakthrough opportunities to promote comprehensive, safe, convenient and effective digital transformation on a national scale.
According to Colonel Ngo Nhu Cuong, the centralized digital signature portal on the VNeID electronic identification and authentication application platform (abbreviated as RS-HUB) is not only a technological solution to current bottlenecks in digital signature implementation, but also an important technological platform supporting the synchronous implementation of digital transformation activities nationwide.
The pilot implementation of this platform in 2025 is a strategic step, clearly demonstrating the determination of the Ministry of Public Security in realizing the goals in Decision 06 of the Prime Minister and the digital government development strategy.

Colonel Ngo Nhu Cuong said that the RS-HUB system will play a pivotal role in promoting safe, efficient and transparent electronic transactions. From public services, finance, trade to healthcare, it will gradually build digital trust and a solid legal foundation for a modern, safe digital society, centered on people and businesses.
Building a centralized digital signature portal on the VNeID platform is a breakthrough digital transformation step, focusing on human development and improving the quality of people's lives. The solution is identified by the Department of Administrative Police for Social Order as an important strategic task in the national digital transformation process by 2025.
Bring practical benefits to people, businesses and government agencies
Deputy Director of the Department of Administrative Police for Social Order Ngo Nhu Cuong emphasized that with the close coordination between the RAR Center and digital signature service providers, the digital signature platform integrated with national electronic identification is gradually being put into practical application. The implementation contributes to improving management efficiency, creating a safe and transparent electronic transaction environment, helping people, businesses and state agencies conveniently access modern digital services.
Major Phan Duc Hiep, Deputy Director of the RAR Center, said that the remote digital signature portal based on the VNeID electronic identification and authentication platform is not simply a technology project, but a highly applicable digital signature infrastructure platform. This application is designed to operate stably, securely and flexibly.
The goal is to bring real value, effectively serving people, businesses and government agencies in the process of national digital transformation. Being assigned the responsibility of piloting RS-HUB is an honor but also a great challenge, requiring continuous efforts.
RAR Center commits to continue to improve the system, listen to feedback from implementation practices and closely coordinate with ministries, branches and businesses to make digital signatures an indispensable part of all electronic transactions of digital citizens.
At the announcement ceremony, according to experts, the pilot implementation of the Centralized Digital Signature Portal solution on the VNeID platform is not only an important technological step but also plays a catalyst role in promoting the macro economy. This integration contributes to improving productivity, reducing operating costs and building a comprehensive and effective digital ecosystem, bringing practical benefits to people, businesses and government agencies.
